The Board of Trustees of the Village of Great
Neck Plaza hereby finds that owners of multiple dwellings, hotels
or specialized senior housing facilities are likely to install garbage
compactors. The Board of Trustees, therefore, finds that it is desirable
and necessary to establish requirements to govern the nature, installation
and operation of these garbage compactors.

The owner of a multiple dwellings, hotels or
specialized senior housing facilities located within the Village of
Great Neck Plaza may install a garbage compactor, provided that:
A. The garbage compactor must satisfy the following standards:
(1) The compactor unit may be of the fully automatic or
semiautomatic type. The unit must be capable of producing one bag
of compacted garbage for each 12 dwelling units per day.
(2) The compactor shall be capable of reducing garbage
to at least 25% of its original bulk.
(3) Each compactor must be equipped with an automatic
sanitizer in the hopper. This unit is to control both odors and insect
infestation.
B. The room in which the compactor is located must satisfy
the following standards:
(1) An automatic thermostatically controlled water sprinkler
system is to be installed in each compactor room. There is to be one
head for each 100 square feet or part thereof of the compactor room.
In addition, one thermostatically controlled head is to be installed
in the compactor hopper.
(2) All sprinkler piping is to be properly sized black
iron. The sprinkler piping may be tapped off of the domestic main,
provided that the pipe size is a minimum 1 1/4 inches. The tap
must be outside of the compactor room using an approved O.S. &
Y. valve.
(3) The compactor room is to be of masonry construction
with walls of at least four inches thickness. The ceiling is to be
of fireproof construction with a minimum two-hour rating. Each room
must be equipped with a fireproof self-closing one-and-one-half-hour
rated door.
(4) The room in which the compactor is located shall have
a floor drain and hose, and the walls are to be given a smooth coat
of cement plaster or other hard-wall treatment approved by the Building
Inspector.
C. The garbage shall be collected and the compactor shall
be operated in conformity with the following standards:
(1) The garbage shall be placed in waterproof sacks, tightly
tied at the top, and shall not weigh in excess of 60 pounds per bag.
The compactor bags are to be polyethelone film at least 0.003 inches
thick.
(2) The compacted sacks of garbage shall be stored, pending
their removal from the premises, in a properly ventilated and screened
garbage room.
(3) The compacting machinery shall be operated so that,
under normal conditions of use, such equipment will not be a danger
to life or property or a source of ignition and will not create excessive
noise or otherwise become a nuisance.
