The purpose of this article is to prevent the
obstruction of governmental operation and administration by persons
seeking to avoid the time limitations for parking of motor vehicles
in or upon premises of the village-owned or village-operated parking
fields or structures and in or upon the public streets and in order
to promote the health, safety and general welfare of the community.
It is hereby declared to be a violation of this
article for any person or persons with intent to avoid the time limitations
for parking of motor vehicles in or upon the premises of any village-owned
or village-operated parking field or structure or in or upon the public
streets:
A. To remove or cause to be removed chalk or other markings
placed on a motor vehicle's tires by a police or other governmental
officer when such markings were placed to assist in determining the
length of time said motor vehicle is parked therein; or
B. To remove or cause to be removed a motor vehicle from
one space or stall therein and to place said motor vehicle in another
parking space or stall therein.

Any person who violates the provisions of this
article shall be liable to pay a penalty not to exceed $250 for each
such violation.
