The purpose of this chapter is to prevent public inconvenience, annoyance,
alarm or a recklessly created risk thereof and to promote the health, safety
and general welfare of the community.
A person is guilty of a violation of this chapter when, with intent
to cause public inconvenience, annoyance or alarm, or recklessly creating
a risk thereof:
A. He engages in fighting or in violent, tumultuous or threatening
behavior.
B. He makes unreasonable noise.
C. In a public place, he uses abusive or obscene language
or makes an obscene gesture.
D. Without lawful authority, he disturbs any lawful assembly
or meeting of persons.
E. He obstructs vehicular or pedestrian traffic.
F. He congregates with other persons in a public place and
refuses to comply with a lawful order of the police to disperse.
G. He creates a hazardous or physically offensive condition
by any act which serves no legitimate purpose.
H. He consumes alcoholic beverages on the public streets,
sidewalks or parking lots.
Any person who violates the provisions of this chapter shall be liable
to pay a penalty not to exceed $250 or be imprisoned for a period not to exceed
15 days, or both, for each such violation. In addition, any such violation
shall be deemed to be a violation as that term is used in the Penal Law.
