The purpose of this Article is to provide basic
and uniform property and maintenance standards governing the condition
and maintenance of all commercial units including, but not limited
to, offices, places of public assembly, shopping centers, supermarkets,
retail stores, warehouses, manufacturing and fabrication plants, gasoline
stations and other business uses. This Article shall be known as the
"Property Maintenance Code of the Village of Great Neck Plaza."
As used in this Article, the following terms
shall have the meanings indicated:
BUILDING
A structure wholly or partially enclosed within exterior
walls, or within exterior or party walls, and a roof, affording shelter
to persons, animals or property.
COURT
An open and unoccupied space on a lot which is enclosed on
at least three sides by walls of a building.
FACADE
The face or front of a building.
GLAZED DOOR
Any transparent glazed door which affords a view to the interior
of a building.

INFESTATION
The presence of insects, rodents, vermin or other pests.
JUNKED VEHICLE
Any vehicle, including a trailer, which is without a currently
valid license plate or plates and which is either dismantled, partly
dismantled, inoperative or in an abandoned condition.
LOT
A plot, tract, premises or parcel of land, with or without
buildings or structures located thereon, as surveyed and apportioned
for sale or other purpose.
PERSON
Any individual, partnership, corporation or other entity.
RETAIL STORE
Any premises which is designed to offer goods and/or services
at retail to the public.

SHOW WINDOW
Any transparent glazed opening which affords a view to the
interior of a building or a view of a display area within a retail
store.

STRUCTURE
An assembly of materials, forming a construction framed of
component structural parts, which exists for occupancy or use.
UNOCCUPIED HAZARD
Any building or part thereof, which remains unoccupied for
a period of more than one year, with either doors, windows or other
openings broken, removed, boarded or sealed up.
YARD
An open space on the same lot which contains a building and
is located between the building line and the lot line which the particular
building line faces.

A. All debris shall be removed from vacant retail stores.
Such premises shall be maintained broom clean at all times.
B. All cracked or broken show windows and glazed doors
in vacant retail stores shall be repaired or replaced as necessary.
C. All show windows and glazed doors in vacant retail
stores shall be periodically washed and maintained in a clean and
sanitary condition.
D. The show windows and glazed doors of vacant retail stores shall not be secured or made opaque except in accordance with Subsections
E and
F below.
E. The show windows and glazed doors of vacant retail
stores shall be screened on their inside faces with any of the following
materials or combination of materials:
(1)
Earth-toned colored paper neatly installed with
all seams straight and uniformly taped.
(2)
Decorative-patterned paper, installed as above,
which has been preapproved by the Board of Trustees.
(3)
A mural on backing or painted directly on the
back of the glass.
(4)
Any combination of screening or displays as
approved by the Board of Trustees or by the Village Commissioner of
Public Works.
F. The screening in each vacant retail store shall have
a clear opening of two square feet to allow a view of the interior
of the store for security purposes. Such openings shall be installed
no lower than three feet above grade and no more than six feet above
grade and may be in either the show window or a glazed door.
Unoccupied hazards shall be subject to condemnation
in accordance with the laws of this village.

Any person who violates the provisions of this
Article shall be subject to a fine of not more than $250 or a period
of imprisonment not exceeding 15 days, or both. Each day a violation
of this Article exists shall constitute a separate violation of this
Article.
Where a provision of this Article is found to
be in conflict with any provisions of any other local law or ordinance,
the provision or requirement which is more restrictive or which establishes
the higher standard shall prevail.
