There is hereby established, in and for the city, school crossing guards.
A. 
The Chief of Police shall have the authority and is hereby authorized to appoint persons to be known as "school crossing guards" and to increase this number as he shall find necessary in the best interests of the city, at the direction of the Mayor.
B. 
Application blanks. The Chief of Police shall make available application blanks designed to require the information necessary to a determination of eligibility for appointment as a guard under this chapter.
To be eligible for appointment to the school crossing guard, a person shall be:
A. 
Not less than 18 years of age.
B. 
A citizen of the United States, of good moral character and able to read and write the English language understandably.
C. 
In good health, sound in body and mind and certified by a physician as being physically capable of performing the required duties.
Each appointee to the school crossing guard shall be sworn to faithful performance of the required duties.
The Chief of Police shall conduct, and guard appointees shall present themselves for, a period of preassignment formal training of such intensity and duration as the Chief of Police shall find necessary to the performance of the required duties.
The Chief of Police, at the direction of the Mayor, shall have the authority to assign guards to such localities as shall be best suited to afford protection to those attending school.
Guards shall perform their duties during the hours as assigned by the Chief of Police, at the direction of the Mayor.
A. 
Guards shall maintain the orderly movement of pedestrian and vehicular traffic consistent with the safety of children attending school in the city.
B. 
Supervision. The Chief of Police shall familiarize each guard with the duties to be performed, and the Mayor shall be the sole supervisor of the duties of guards.
Guards shall not be a part of, nor affiliated or connected in an official capacity with, the City Police Department. Guards shall have and exercise such limited police powers as may be specifically delegated to them by the Chief of Police. Guards shall not be subject to or acquire any rights under the Law Enforcement Officers' Bill of Rights.[1]

The Chief of Police shall, at the expense of the city, supply each guard with a suitable identification badge and uniform and such other equipment or supplies as he shall find necessary in the best interests of the city.
Guards shall be paid by the city at the hourly rate of the federal minimum wage.
The Mayor shall have the authority to dismiss guards when he finds such dismissal to be in the best interests of the city. Vacancies shall be filled in the manner of original appointments.
