The service charge for the municipal sewer shall be as follows:
A. 
Domestic single-family dwelling residence:

(1) 
Minimum charge (water utilization of 4,000 gallons or less in a month): $36.70 per month.
(2) 
Commodity charge (water utilization in excess of 4,000 gallons in a month): $5 per 1,000 gallons.
B. 
Small commercial customer:

(1) 
Minimum charge (water utilization of 4,000 gallons or less in a month): $36.70 per month.
(2) 
Water utilization which exceeds 4,000 gallons in a month shall be assessed the service charge for municipal sewer set forth in § 94-9C.

C. 
Business establishments, such as industrial buildings or plants, manufacturing plants, restaurants, seafood packing houses and others, according to the amount of metered water used or discharged as follows: 100% of the water service billing or a minimum charge of $106.82, whichever is greater.

D. 
Industrial and other users who contribute particularly strong sewage, as determined by the City, will be subject to a surcharge which will defray and meet all extra sewage treatment costs as follows:
(1) 
Suspended solids: a surcharge of 0.2% of the sewage bill for each part per million by which the suspended solids exceed 400 parts per million as determined at any time during the month by the City.
(2) 
Biochemical oxygen demand (BOD): a surcharge of 0.2% of the sewage bill for each part per million by which the BOD exceeds 400 parts per million as determined at any time during the month by the City.
(3) 
Chlorine demand: a surcharge of 0.5% of the sewage bill for each part per million by which the chlorine demand exceeds 50 parts per million as determined at any time during the month by the City; or, if lesser, a surcharge factor applied to the sewage bill, determined as follows:
F = 500 + R(S-400) + 1.33 R(BOD-400) + R(CL-50)\500
Where
R = Ratio of treatment cost to total operating cost for sewage system.
F = Surcharge factor.
S = Suspended solids in parts per million in discharge.
BOD = The standard five-day biochemical oxygen demand in parts per million of the discharge.
CL = The chlorine demand in order to have chlorine residual after 15 minutes of 0.5 part per million.
(4) 
The City may make an additional charge for the costs of a sewage overload or surge.
E. 
Water leak policy.

(1) 
Billing adjustments to the sewer service charges assessed to a domestic single-family dwelling residence, arising from an outside water leak, may be approved for up to two billing cycles (monthly) during any three-year period, after which any such billing adjustment shall be subject to the approval of the Mayor and Council.
(2) 
Billing adjustments will be made only to the sewer service charges assessed to a domestic single-family dwelling residence and will not be made until a written request therefor is received by the City with verification, i.e., licensed plumber's bill, including the location of the repair, receipt of parts or pictures to prove the location of the outside water leak. Any billing adjustment approved under this section will be based on the average of the customer's three previous billing cycles (monthly).
F. 
Interior water leak policy.

(1) 
Billing adjustments to the water service charges and the sewer service charges assessed to a domestic single-family dwelling residence, arising from an interior water leak, may be approved for up to two billing cycles (monthly) during any three-year period, after which any such billing adjustment shall be subject to the approval of the Mayor and Council.
(2) 
Billing adjustments under this § 94-9F will be made to the water service charges and the sewer service charges assessed to only a domestic single-family dwelling residence. No billing adjustment under this § 94-9F will be made until a written request therefor is received by the City with verification of an interior water leak, such as a bill from a licensed plumber providing the location of the water leak repair, a receipt of parts for repair of the interior water leak, or pictures identifying the interior water leak.
(3) 
A billing adjustment approved under this § 94-9F will be based on half of the gallons billed for the billing cycle in which the billing adjustment is applied, with a maximum credit of $75.
Special agreements or arrangements determined to be beneficial to the city by the Mayor and City Council may be made between the city and any private or public concern whereby special sewer service charges may be waived, levied or relieved.
