The sale and distribution of all water from
the municipal pumping stations of the City of Crisfield, Maryland,
shall be made as set forth herein.
One connection not in excess of 3/4 of an inch
in diameter from the street main to a point in or near the public
sidewalk area will be furnished without charge for each property.
Additional water connections to any one property, connections in excess
of 3/4 of an inch in diameter and all connections located outside
of the City limits shall be constructed at the expense of the owner
of the premises to be furnished such water service.
The Mayor and Council reserve the right to install
a meter on any connection at its own expense and charge for all water
used through a meter in accordance with metered water charges.
A.
Payment. All charges, including rents and fees, for
water service are due on the last day of each calendar month and shall
be paid within 15 days thereafter at the office of the Clerk. In the
event of default in payment, water service shall be terminated and
shall be restored only upon payment of all charges due, including
a cut-on charge. Charges shall be liens on the property served.

For all users other than a residential dwelling or a small commercial customer, as such term is defined in § 94-12, water rents and water charges for all water used through meters shall be in accordance with the following rate schedules, which said schedules shall apply to each meter in cases where more than one meter serves a building or structure.
Special agreements or arrangements determined
to be beneficial to the city by the Mayor and City Council may be
made between the city and any private or public concern whereby special
water service charges may be waived, levied or relieved.

All plumbing connected in any manner to the water supply of the City of Crisfield shall conform to § 85-1. Any installation found not in compliance therewith may be disconnected from the city water supply.

Any person who maliciously, willfully or negligently
breaks, damages, destroys, uncovers, defaces or tampers with any structure,
appurtenance or equipment which is a part of the water system shall
be subject to immediate arrest under charge of disorderly conduct.
In addition, the Engineer and other duly authorized employees of the
City may institute legal proceedings against such persons to recover
damages for any losses incurred.

A.
The provisions hereof shall apply to all persons using
water both in and outside the City, and regardless of whether any
person using water shall have a contract for water service with the
City.
B.
The City shall authorize or disallow connection to
the City water system pursuant to written policies adopted by resolution
of the City Council and amended from time to time.
Upon proclamation by the Mayor, the use and
withdrawal of water by any person for the following purposes is hereby
prohibited:
A.
Watering landscapes: the sprinkling, watering or irrigating
of shrubbery, trees, lawns, grass, ground covers, plants, vines, gardens,
vegetables, flowers or any other vegetation.
B.
Washing mobile equipment: the washing of automobiles,
trucks, trailers, trailer houses, railroad cars or any other type
of mobile equipment.
C.
Cleaning outdoor surfaces: the washing of sidewalks,
driveways, filling station aprons, porches and other outdoor surfaces.
D.
Cleaning buildings: the washing of the outside of
dwellings; the washing of the inside and outside of office buildings.
E.
Cleaning equipment and machinery: the washing and
cleaning of any business or industrial equipment and machinery.
F.
Ornamental fountains: the operation of any ornamental
fountain or other structure making a similar use of water.
G.
Swimming pools: swimming pools and wading pools not
employing a filter and recirculating system.
H.
Escape through defective plumbing: the escape of water
through defective plumbing, which shall mean the knowing permission
for defective plumbing to remain out of repair including exterior
laterals.
The Public Works Superintendent shall have the
authority to permit a reasonable use of water in any case necessary
to maintain adequate health and sanitation standards.
The Mayor, by proclamation, may establish a
schedule restricting the amount of water every business and industry
may use to a percentage of the average daily amount of water each
used during the corresponding month of the year preceding the proclamation.
A.
Every police officer, the Public Works Superintendent,
the Inspector and his deputies shall, in connection with duties imposed
by law diligently enforce this article.
B.
The Public Works Superintendent shall have the authority
to enforce the provisions hereof by discontinuance of service in the
event of violation hereof.

Violation of this article shall be a municipal
infraction. The penalty for violation shall be $250 for each offense.
