A.
All ashes, garbage and rubbish accumulating on any premises within the Borough of Wanaque shall be removed as hereinafter provided, at the general expense of the Borough of Wanaque.
B.
Each and every owner, tenant, lessee, housekeeper, caretaker and other person or persons occupying any dwelling house or other building or portion thereof in the Borough of Wanaque, County of Passaic and State of New Jersey, wherein ashes, garbage and rubbish accumulate, is hereby required to collect and separate the said refuse materials accumulating in any such dwelling house or building or portion thereof occupied by such person or persons, respectively, into three classes, as follows:
(1)
The word "ashes" will constitute one separate class, and means residue from coal, wood, coke or other fuel consumed.
(2)
The word "garbage" shall constitute one class, and means the refuse of animal or vegetable matter which has been used or intended as food for man or beast in the ordinary conduct of the household.
(3)
The word "rubbish" shall constitute a third distinct class of refuse matter. It shall include all miscellaneous matter, such as discarded paper, cardboard, old shoes, carpets, bottles, tin cans, broken glass, crockery, worn-out furniture, mattresses, old clothes, rags, excelsior and all other waste material not elsewhere defined herein.
C.
This chapter shall not apply to any collection of earth, stone, plaster, wood or other material from excavating for or from constructing, altering or repairing any building.
