The following documents shall be submitted for
conditional approval:
A. A preliminary plat, prepared at a scale of not more
than 30 feet to the inch, showing:

(1) Proposed subdivision name, date, North point, scale,
name and address of record owner, subdivider and engineer or surveyor.
(2) The names of all owners of record of all adjacent
property.
(3) School or special district boundaries.
(4) The location of existing property lines, streets,
easements, buildings, watercourses, marshes, rock outcrops, wooded
areas, single trees with a diameter of eight inches or more measured
three feet above the base of the trunk and other significant existing
features.
(5) The location of existing sewers, water mains, culverts
and drains on the property, with pipe sizes, grades and directions
of flow.
(6) Contours with intervals of five feet or less, referred
to a datum satisfactory to the Board.
(7) All proposed streets with approximate profiles indicating
grades, lots, easements and public or community areas, with approximate
dimensions.
(8) The approximate location of all proposed water lines,
valves and hydrants and of all sewer lines, with profiles, indicating
connections with existing lines or alternate means of water supply
or sewage disposal and treatment.
(10)
The names of all proposed streets and alleys.
(11)
Cross sections of proposed streets showing width
of roadway, location and width of sidewalk and location and size of
utility lines.
B. On sites of 10 acres or more, unless the Board shall
waive such requirement, a film positive print of a recent aerial photograph
of the site, at the same scale as the preliminary plat.
C. If the application covers only a part of the applicant's
entire holding, a map of the entire tract, drawn at a scale of not
more than 400 feet to the inch, showing an outline of the platted
area with its proposed streets and an indication of the probable future
street system in the remaining portion of the tract.

D. A copy of such covenants or deed restrictions as are
intended to cover all or any part of the tract.
E. If the submission is by an agent for the owner, a
written instrument signed by the owner evidencing the authority of
said agent.
F. If required by the Irvington Code or by the Planning
Board in accordance therewith, an environmental impact assessment
as described in said Code.
G. A Stormwater Pollution Prevention Plan (SWPPP) consistent with the requirements of Chapter
183 and Article
XXVII of Chapter
224 shall be required for preliminary subdivision plat approval. The SWPPP shall meet the performance and design criteria and standards in Article
XXVII of Chapter
224. The approved preliminary subdivision plat shall be consistent with the provisions of this chapter.

The following documents and information shall
be submitted for plat approval:
A. The plat shall be drawn in ink on tracing cloth or
substitute acceptable to the Planning Board in sheets not exceeding
30 inches by 42 inches and at a scale of not more than 50 feet to
the inch. When more than one sheet is required, an additional index
sheet of the same size shall be filed showing to scale the entire
subdivision with lot and block numbers clearly legible. The plat shall
show:

(1) The subdivision name, date, scale and North point.
(2) Certification of title showing ownership.
(3) The names of owners of adjacent land.
(4) Certification by a licensed engineer or surveyor as
to the accuracy of the survey and plat.
(5) Primary control points, wherever possible including
monuments included in the State System of Plane Coordinates or reference
points previously established by public authority, or descriptions
and ties to such control points, to which all dimensions, angles,
bearings and similar data on the plat shall be referred.
(6) Boundaries of the property; building or setback lines if different from those required in Chapter
224, Zoning, and lines of streets, lots, reservations, easements and areas to be dedicated to public use; lengths and deflection angles of all straight lines; and radii, lengths, central angles, long chords and tangent distances of all curves. All lengths shall be in feet and decimals of a foot, and angles shall be given to the nearest 10 seconds or closer if deemed necessary by the surveyor. The error of closure shall not exceed one to 10,000.
(7) The area of all lots in square feet or a certificate
by the surveyor that all lots within the subdivision comply with the
requirement specified herein.
(8) The location, material and size of all permanent monuments.
(9) Proposed street names, block, lot and section numbers
in sequence, as directed by the Village Assessor.
(10)
The designation and purpose of all areas to
be dedicated or reserved for public use and of any streets which are
not to be dedicated.
B. Deeds of cession of streets, rights-of-way, easements
and any sites for public use and copies of agreements, covenants or
other documents showing the manner in which areas to be reserved for
the common use of the residents of the subdivision are to be maintained,
all certified as to their legal sufficiency by the Village Attorney.
C. Cross sections and profiles of all proposed streets
showing existing and proposed grades as approved by the Village Engineer.
The cross sections shall show pavements and, where required, gutters,
curbs and sidewalks.
D. If street trees are to be planted by the subdivider,
planting plans showing the types and spacing of trees.
E. Profiles along the center lines of streets showing
existing and proposed elevations. Where a proposed new street intersects
an existing street, the elevation of such existing street shall be
shown for 100 feet from such intersection. All elevations must be
referred to established United States Government or approved local
bench marks. Present elevations of all proposed streets shalt be shown
at five points on a line at right angles to the center line of the
street, every 100 feet throughout the length of such streets, and
said elevation points shall be at the center line of the street, each
property line and a point 25 feet inside of each property line.
F. Plans and profiles showing the exact location, size
and invert elevations of existing and proposed water mains, sanitary
sewers and stormwater drains; profiles of all utility lines at points
of interference; and the location of fire hydrants and all gas or
other underground utilities or structures.
G. An amended environmental impact assessment if such
an assessment shall have been submitted with the preliminary layout
and amendment shall have been required by the Planning Board.
H. Evidence of the granting by the federal, state, county
and other authorities of all consents and approvals required for the
construction of the project covered by the plat.
I. A stormwater pollution prevention plan (SWPPP) consistent with the requirements of Chapter
183 and Article
XXVII of Chapter
224 and with the terms of preliminary plan approval shall be required for final subdivision plat approval. The SWPPP shall meet the performance and design criteria and standards in Article
XXVII of Chapter
224 of this Code. The approved final subdivision plat shall be consistent with the provisions of this chapter.
