A. 
Twenty-five miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of this Village except on the following highway:

North and South Broadway.
B. 
Upon the basis of an engineering and traffic investigation, 40 miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of this Village on the following highways: North and South Broadway, except between the intersection of Riverview Road and Dows Lane and between the intersection of Ardsley Avenue and Langdon Avenue and between Dows Lane and Clinton Avenue, where the speed limit has been established as 30 miles per hour.

C. 
A school zone is hereby established on Main Street from North and South Dearman Street to 100 feet east of North and South Cottenet Street. Fifteen miles per hour is hereby established as the maximum speed at which vehicles may proceed within the school zone.

D. 
A school zone is hereby established for the entire length of Dows Lane. Fifteen miles per hour is hereby established as the maximum speed at which vehicles may proceed within the school zone.

E. 
No person shall operate a vehicle on any highway or private road open to the public motor vehicle traffic at a rate of speed in excess of the maximum established in this article.

F. 
Every person convicted of a traffic infraction for a violation of any of the provisions of § 213-30A, B, C or D of this article shall, for a first conviction thereof, be punished by a fine of not more than $50 or by imprisonment for not more than 15 days, or by both such fine and imprisonment. For a second conviction within 18 months thereafter, such person shall be punished by a fine of not more than $100 or by imprisonment for not more than 45 days, or by both such fine and imprisonment. Upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $100 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
