With respect to any building or part of a building
over 30 years of age and in excess of 250 square feet located in the
Collinsville National Register Historic District (as shown on the
nineteen-page Department of the Interior list compiled in November
1991 or on the Collinsville Historic District Map, which list and
map are included and made a part of this article) and not subject to § 7-147j of the General Statutes,
no person shall receive a demolition permit without having first submitted
to the Building Official a completed application for a demolition
permit. For the purposes of this article, "demolition" means any wrecking
activity directed to the disassembly, dismantling, dismembering, or
razing of any building requiring a demolition permit under § 29-406
of the General Statutes.
Once a completed application has submitted,
the Building Official shall within three days file a duplicate copy
with the Collinsville Historic District Commission and shall publish
a legal notice of the applicant's application for a demolition permit
in a newspaper with substantial circulation in the Town of Canton
not more than 14 days after receipt of the application. The notice
shall state that an application has been filed for a demolition permit,
the date of filing, the location of the property, the name of the
property owner, and that unless written objection is filed with the
Building Official within 15 days of the publication of the notice
the permit may be issued.
If a written objection to the issuance of the
demolition permit is filed with the Building Official by any person
or entity within 15 days following publication of the legal notice
required above, the Building Official shall delay issuance of the
demolition permit for 90 days from receipt of the completed application.
Upon passage of such 90 days, the Building Official shall issue the
demolition permit, provided that the application has not been withdrawn
by the applicant and all requirements of the law have been complied
with.
If no objection to the demolition is filed within
15 days following publication of the legal notice, the Building Official
shall issue the demolition permit in compliance with all requirements
of law.
This article shall not apply to demolition required
to protect public health or safety from an immediate threat.
