Established; term. The position of Deputy Director in the Department
of Public Works is established. The Deputy shall serve during the
term of the Director of the Department but may be removed by his/her
principal at any time, and such removal shall not be reviewable.
Holding other office. If an employee of the City is designated to
perform the duties of a deputy in addition to the performance of the
ordinary duties of the office, the expiration of the term of the principal
office or removal from the office of deputy shall not affect his/her
right to the office held before his/her designation as deputy, the
duties of which office (s)he has continued to perform.
The Director shall prescribe the powers and duties of the Deputy
and the acts of such deputy shall, in all cases, be as legal and binding
as if performed by the Director, but the Deputy shall not be authorized
to act for the Director at meetings of the Board of Commissioners.
The list of duties of the Deputy shall be placed on file with the
City Clerk immediately after the appointment shall have been made
and the list may be amended from time to time at the discretion of
the Director of Public Works.
Position established. There is hereby created the position of Recycling
Coordinator under the direction of the Director of Public Works. The
Recycling Coordinator shall plan, coordinate, develop, implement and
promote the efficient disposal of all recyclable materials.
Planning and coordinating the activities of a group of individuals
and influencing and motivating such individuals or groups in resolving
problems of mutual concerns; and/or
Justifying, defending, negotiating or settling matters among
individuals who have diverse viewpoints, goals or objectives which
require the achievement of a common understanding of a problem and
developing a satisfactory solution through persuasion or arriving
at a compromise and developing suitable alternatives; and/or
Exchanging ideas, information and opinions with others in order
to formulate policies and programs and/or arrive jointly at decisions,
conclusions of solutions; and/or
Determining or interpreting work procedures for a group of workers,
assigning specific duties to them, maintaining harmonious relations
among them and promoting efficiency; and/or
In addition to the above mentioned, the Recycling Coordinator must
have some knowledge of objectives of a recycling program, work/project
planning and organization methods and techniques to make the public
aware of the objectives of a recycling program and to elicit public
support, also knowledge of techniques used in public speaking, speech
presentation and preparation of reports containing findings, conclusions
and recommendations.
Plan, coordinate and develop the recycling program for a jurisdiction
for the efficient disposal of recyclable material such as metal cans,
glass bottles, used oil or paper products.
Contact vendors and contractors to request information on the prices
of materials and/or services to develop cost projections of recovering
recyclable materials.
Write and distribute educational material, press releases and other
informational materials to promote the recycling program and encourage
participation of residents in the program.
Prepare correspondence to contractors, cooperating agencies and City
officials to provide information and answer inquiries regarding the
recycling program.
Determine where disposal units for recyclable materials should be
placed within the jurisdiction, based on the greatest impact of accessibility
by citizens.
Determine to what extent material needs to be segregated, identified
and handled (moved from collected area to storage area, etc.) in order
to prepare it for disposal.
Determine the type of equipment and personnel, including voluntary
help, needed in order to accomplish the segregation, identification
and handling of material.
Arrange for space, equipment and personnel to carry out the disposal
activities in order to perform these activities in an efficient, economical
and proper manner.
Inspect any operational aspect of the recycling program in order
to evaluate the adequacy and appropriateness of policies and procedures
guiding the program.
Appointment; compensation. The appointment of the Recycling Coordinator
shall be made by the Director of the Department of Public Works and
the salary shall be as set forth in the annual Salary Ordinance.
Establishment; personnel. There shall be a Street Cleaning Department
which shall be under the direct supervision and control of the Commissioner
to which the Department is assigned. The Department shall consist
of a Superintendent and Assistant Superintendent and such supervisors
and other personnel as may, from time to time, be deemed necessary
and appropriate by the Commissioner in conjunction with the Committee
of Streets and Sewers of the Board of Commissioners. All appointments
to the Department shall be made by the Mayor.
Concentration of workers. The Commissioner, at any time in case the
needs of the City require it, may temporarily concentrate any or all
of the members of the Department and the supervisors thereof in any
part of the City for any work properly assignable to the Department.
No person shall be appointed either Supervisor or a member of the
Street Cleaning Department unless (s)he is residing in the City and
is physically fit to perform the duties required of him/her pursuant
to the terms of this section. Persons with physical or mental disabilities
are eligible so long as they can perform the essential functions of
the job, after reasonable accommodation is made for their known limitations,
unless such accommodation imposes undue hardship upon the City or
the performance of such duties poses a direct threat to the health
or safety of such person or others.
In the event sufficient qualified persons are not found living within
the City may be made in accordance with the provisions of N.J.S.A.
40A:9-1 et seq.
Duties of Clerk. It shall be the duty of the Clerk to keep the records
of the Commissioner and to keep the records of the Street Cleaning
Department. It shall be the duty of the Clerk to keep an accurate
record of time devoted by each member of the Department to the service
of the City and for that purpose (s)he shall create and be in charge
of a set of time records in which this record shall be accurately
set out. The Clerk shall examine all claims for payment and shall
certify to the correctness of such claims or shall append his/her
criticism to the same. The Clerk shall perform such other clerical
work as may be assigned by the Commissioner.
The Building Department shall be established in accordance with
the Uniform Construction Code, and be under the direction of the department
director to which it is assigned by the Board of Commissioners.
