The purpose of this article is to designate a process for the hiring and recruitment of prospective Borough employees.
The Borough Manager shall be the Personnel Officer of the Borough and is hereby authorized to develop those rules and regulations necessary to ensure an efficient and effective recruitment process. Advertisements for recruitment, intake of applications and processing for employment shall take place solely under the authority of the Borough Manager.
A. 
The Borough Manager is hereby authorized to develop a standard Borough application form to be used by candidates for positions with the Borough government. When completed correctly, said application should contain all the information necessary for the hiring supervisor, the Borough Manager and the Borough Council to make an informed hiring decision.
B. 
All candidates for positions with the Borough are hereby required to submit a standard application form when applying for a position. Applications for employment shall be submitted to the Borough Manager's office.
The Borough Manager is hereby authorized to develop rules and regulations regarding the assignment of Borough employees to interim assignments.
The hiring process for full-time uniformed public employees, including police officers, is designated in Article XI(J) of the Borough Code.[1] It is hereby acknowledged that the hiring process for full-time Borough police officers shall be exempt from this article.
