As used in this chapter, the following terms shall have the meanings indicated:
Any neighborhood within the Borough from which the Pennsylvania Human Relations Commission has received, within a period of one month, a substantial number of complaints of violations of the provisions of the Pennsylvania Human Relations Act;[1] or in which the number of houses for sale, as evidenced by "for sale" signs exhibited on the premises thereof, exceeds 15% of the houses in any block of such neighborhood; or which has been declared a "sensitive area" by the Pennsylvania Human Relations Commission and/or the Borough Community Relations Committee; or where Council determines that the level of solicitation is such that it jeopardizes the Borough remaining an integrated community or such that it constitutes harassment; or where individuals are undergoing harassment, threats or violence as the result of their enjoying the benefits afforded by the Pennsylvania Human Relations Act.
Any contact in connection with real property, including, but not limited to, printed matter mailed or delivered to the owner or occupant of real property by any person, real estate broker, salesperson or agent or representative of any such broker, salesperson or agent; or any oral communication made either in person or by telephone to the owner or occupant of real property by any person, real estate broker, salesperson or agent which advertises the accomplishments and/or abilities of the real estate broker, salesperson or agent to sell real property or rent apartments or furnish services in connection therewith, or requests or suggests that the owner or occupant list real property for sale or rental with the real estate broker, salesperson or agent, or which offers to purchase or rent the owner's house or apartment, or which offers to furnish services in connection therewith. "Solicit" also includes any form of contact by a person, real estate broker, salesperson or agent or representative thereof with an owner in a public place with the intent to accomplish the aforesaid solicitation, including, but not limited to, solicitation on the street, in the neighborhood affected, the placing of cards on the windshields of automobiles in the area and the distribution of gifts, donations and the like in connection with bazaars or other public gatherings.
