Any person hereafter found guilty of keeping or maintaining any domestic pets of any sort upon any premises within the limits of the Town in unsanitary quarters or so as to create noxious or offensive odors or so as to unduly attract flies, mosquitoes or other insects shall, upon conviction thereof, pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties, and each day the same shall be so maintained shall be considered and treated as a separate and distinct offense.
