A. 
As used in this article, the following terms shall have the meanings indicated:
PARKING METER
A mechanical device located upon a public street or sidewalk in a place designated by ordinance as a Pay Parking Zone, herein defined, which device shall record a certain number of minutes by the use of a timing mechanism determining the period of time for which parking privileges may be extended to the person depositing the coin therein.
PARKING PERMIT
An authorized card or hangtag provided by the Town that allows a vehicle in which a permit is displayed to park in designated areas for specified time periods.
PAY PARKING ZONE
An area designated by ordinance where a vehicle may be temporarily parked and allowed to remain for a period of time purchased through a pay station, parking meter or parking permit.
PAY STATION
An electronic device located throughout the Pay Parking Zone that issues a receipt displaying the parking time purchased from the pay station, which receipt is purchased by coin or credit card and then placed on the vehicle's dashboard for viewing by parking personnel.
B. 
Word usage. Unless the context otherwise requires, words denoting the singular number may, and where necessary shall, be construed as denoting the plural number, and words denoting the plural number may, and where necessary shall, be construed as denoting the singular number. Words denoting the masculine gender may, and where necessary shall, be construed as denoting the feminine gender.
There is hereby established a Pay Parking Zone, consisting of a thirteen-hour zone and a ten-hour zone, as designated on Map A,[1] which is attached hereto and incorporated herein by reference. Such map shall constitute a part of this article, and the streets designated for the Pay Parking Zone may be added to, decreased, or otherwise modified from time to time hereafter, but only by an amending ordinance duly adopted.

A. 
During the times of day specified in Subsection A(1) and (2) below, it shall be unlawful to park any vehicle or to permit a vehicle to remain parked in the Pay Parking Zone from May 15 to September 15, inclusive, of each year for a period of time longer than that designated by the pay station receipt, designated by a parking meter, or listed on a parking permit:
(1) 
Between the hours of 10:00 a.m. and 8:00 p.m., prevailing time, of each day of such period, including Saturdays, Sundays and holidays, for the Pay Parking Zone located north of and including First Street and south of and including Hollywood Street.
(2) 
Between the hours of 10:00 a.m. and 11:00 p.m., prevailing time, of each day of such period, including Saturdays, Sundays and holidays, for the Pay Parking Zone located between First Street and Hollywood Street, which zone excludes First and Hollywood Streets.
(3) 
Between the hours of 10:00 a.m. and 11:00 p.m., prevailing time, of each day of such period, including Saturdays, Sundays and holidays, for the Pay Parking Zone located on Garfield Parkway for a time period not to exceed two hours per an individual pay station receipt. Parking time may be extended by purchasing a new pay station receipt.
B. 
It shall be unlawful to park any vehicle in the Pay Parking Zone without paying the designated fee and, except in the case of parking meters, displaying the proper parking permit or pay station receipt, or to permit a vehicle to remain parked for a longer period of time than that covered by the amount paid. When using a pay station, the pay station receipt shall be placed on the vehicle's dashboard where it is clearly visible. When using a parking permit, the parking permit shall be displayed as required by the parking permit.
C. 
It shall be unlawful to use a pay station receipt on Garfield Parkway that has been issued from a pay station that is not located on Garfield Parkway, as denoted by the designated colors on the Garfield pay station receipt (red stripe).
Pay stations and parking meters shall be installed in the Pay Parking Zone and shall be placed at appropriate locations as designated by the Town Manager. Pay stations shall be installed in visible and accessible locations. Parking meters shall be installed immediately adjacent to the individual parking places and shall be placed or set in such a manner as to show or display by a signal whether or not the parking space pertaining to such meter is legally in use.
A. 
The Town Manager may have markings painted or placed upon the curb location or other appropriate location pertaining to each parking space for the purpose of designating the parking space and the angle at which vehicles shall be parked. Each vehicle parking in the Pay Parking Zone shall park within the lines or markings so established.
B. 
It shall be unlawful to park any vehicle across any such line or marking or to park a vehicle in such a position that the vehicle shall not be entirely within the area designated by such lines or markings.
C. 
Any person who violates the provisions of Subsection B shall, upon conviction thereof, pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties.
A. 
Any person desiring to park any vehicle within the Pay Parking Zone shall either display a proper parking permit for a Pay Parking Zone or make payment to a pay station or parking meter by depositing the proper coins or using an accepted credit card, as indicated on the pay station or parking meter, for a designated period of time. The rates for parking spaces within the Pay Parking Zone shall be designated on Map A[1] and may be increased, decreased or otherwise modified from time to time hereafter only by an amending ordinance duly adopted.

B. 
It shall be unlawful to deposit any slug device or metallic or other substitute for a coin in any pay station or parking meter. It shall further be unlawful to physically impair any pay station with defective credit cards or to use unauthorized credit cards. It shall be unlawful to use any fictitious or counterfeit parking permit or pay station receipt.
It shall be unlawful for any person not authorized by the Town Council or the Town Manager to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any pay station or parking meter installed under the provisions of this article.
The Town may make parking permits available as an alternative to using pay stations or parking meters. Parking permits shall indicate how they are to be displayed in a vehicle, the parking locations in which they can be used, any restrictions regarding the dates and hours of the day in which they can be used, and any restrictions on the number of hours in a day the parking permits may be used. Purchase and/or granting of permits shall be in accordance with Town policy.
A. 
Any person who violates the provisions of § 227-13 shall pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties, provided that said fine is paid within 14 calendar days of the time indicated on the notice of violation. Failure to pay such fine shall render said person subject to the added penalties provided for in Chapter 1, General Provisions, Article I, Penalties.
B. 
Any person who violates the provision of § 227-16B and/or § 227-17, upon conviction thereof, shall pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties.
C. 
A separate parking offense shall be deemed committed for each hour during or on which a violation occurs or continues.
