There shall be a Shade Tree Advisory Commission which shall consist of not less than five nor more than seven members appointed by the Township Council who shall be residents of the municipality and shall serve without compensation except as hereinafter provided.
The Council shall appoint five members as follows: one for an initial term of one year; one for an initial term of two years; one for an initial term of three years; one for an initial term of four years; and one for an initial term of five years. At the expiration of the aforesaid initial terms, the Council shall appoint members for terms of five years. In the event that the membership of any Advisory Commission is increased to seven members, the new members shall be appointed in such a manner that the terms shall expire in accordance with the foregoing.
Any vacancy occurring by reason of the death, resignation or removal of any Commissioner shall be filled for the unexpired term by the Township Council.
The Commission shall organize within 30 days after the appointment of its total membership for the remainder of the then calendar year, and thereafter annually by the election of one of its members as Chairman and the appointment of a Secretary, who need not be a member. The salary of the Secretary, who may be compensated even if a member of the Commission, shall be fixed by the governing body of the municipality.
The Shade Tree Advisory Commission shall be responsible for developing and/or updating annually a Shade Tree Master Plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs along the streets, in parks and in other public places.
Such plan shall be presented annually to the Township Council in January as part of its budget presentation and, upon its acceptance and approval, shall constitute the official Master Plan for Evesham Township.
The Master Plan shall include:
The spacing of trees.
Distance from curb and sidewalk.
Distance from street commons and fireplugs and sewer line.
Species of trees.
Current deficiencies and replacement program.
At the request of the Township Administrative Officer, the Shade Tree Advisory Commission shall prepare a report to the Planning Board with a recommendation on an applicant's request for a waiver to shade tree standards.
The Shade Tree Advisory Commission shall investigate and recommend to the Township Manager at his request appropriate action to be taken on individual resident's requests for tree removals or tree trimming or tree planting, as pertaining to trees along streets, parks and other public places.
The Shade Tree Advisory Commission shall encourage arboriculture.
The Township Manager will be responsible for the implementation of the Comprehensive Shade Tree Master Plan.
