A. 
No opening in or through any curb or street shall be made without first obtaining a written permit therefor from the City Administrator. Curb cuts and sidewalk driveway crossings to provide access to private property shall comply with the following:
(1) 
The minimum width of a driveway approach at the sidewalk line shall be 10 feet.
(2) 
The maximum width of a driveway approach at the sidewalk line shall be 30 feet, except that such width may be increased to a maximum width of 45 feet where any one of the following conditions exists:
(a) 
There is an existing garage with several doors too close together to allow an island between them.
(b) 
There is a parking lot adjacent to an existing building with insufficient space for backing and turning movements on the parking lot and no other available space for parking on the premises.
(c) 
There is a business dealing with trucks and semitrailers from an existing building where increased width is necessary to permit the safe movement of such trucks and semitrailers into and off the street.
(3) 
The minimum distance between any curb cut and a public crosswalk shall be five feet.
(4) 
There shall be an island between driveway approaches from the sidewalk to the back of the curb to provide protection for pedestrians.
(5) 
The necessary adjustments to utility poles, light standards, fire hydrants, catch basins, street or railway signs or signals or other public improvements or installations shall be accomplished without cost to the City.
(6) 
All construction shall be in accordance with plans and specifications approved by the City Administrator.
B. 
Applications for permits for driveway approaches with a width at the sidewalk line in excess of 30 feet shall be accompanied by a complete plot plan showing the location of all buildings, parking lots and proposed driveway approaches.
The City Administrator may make additional regulations pertaining to curb cuts, which regulations shall be subject to the approval of Council. No person shall fail to comply with any such regulations.
A violation of any provision of this article shall be a municipal civil infraction, punishable as provided in Chapter 1, General Provisions, Article II.
