Any person who wishes to advertise on Borough
property or in Borough publications shall pay a fee as follows:
Each year, at its annual reorganization meeting,
the Mayor and Council shall establish the actual charge for advertising
for that calendar year by resolution within the ranges established
by this article.
Not later than December 15 of each year the
Chief Financial Officer shall prominently post at Borough Hall a notice
of the advertising opportunities available on Borough property or
in Borough publications.
The Borough shall not enter into a contract
for more than one calendar year with any advertiser, but shall give
preference with respect to renewals of advertising activity to advertisers
who participated in the prior calendar year.
