As used in this article, the following terms
shall have the meanings indicated:
GARBAGE
Refuse of animal and vegetable foodstuffs and all putrescible
matter of any kind incident to the ordinary conduct of a household,
including Christmas trees.
RECYCLABLE
All items deemed by Council or by state statute that must
be recycled and not disposed of as refuse.

TRASH and RUBBISH
All household waste and refuse usually accumulating in and
about a household.

Residential units from which the Borough of
Hampton collects garbage, refuse or trash may, without charge, put
out up to two twenty-gallon containers or bags or one thirty-two-gallon
containers or bag, or any combination thereof that does not exceed
40 gallons, for collection. No single container placed out for collection
shall exceed 32 gallons in capacity or 50 pounds in weight. The total
number of containers or bags placed out for collection shall not exceed
six (not including cleanup-day items).

Residents of the Borough of Hampton who have
their garbage, refuse and trash collected by the Borough may purchase
stickers from the Borough Clerk authorizing pickup of additional containers
or bags. The charge per sticker shall be at $1.75 per each 25 pounds,
and may be changed thereafter by resolution of the Borough Council
of the Borough of Hampton.

Dumpsters may be made available to residents
by prior arrangements with the Municipal Clerk for a rental fee from
$125 to $500 to be determined by resolution upon passage of this ordinance and then annually at the Borough's reorganization meeting,
per load for a six-cubic-yard dumpster, payable in advance, for disposal
of up to six cubic yards of construction or demolition materials from
home renovation, remodeling or reconstruction, or for bulky household
items. Under no circumstances shall such volume of materials be placed
for pickup by the Borough Sanitation Department in other than a Borough
dumpster paid for in advance to the Municipal Clerk.
The stickers may be placed on the contents of
containers or on suitable plastic bags. The stickers shall be firmly
affixed to the contents of the container or on the bag and prominently
displayed so that the scavenger may readily see it. Stickers will
be collected by the scavenger and may not be reused. Any containers
or bags in excess of three placed out by the resident for collection
will not be picked up by the scavenger without a sticker for each
container or bag.
No person shall take, remove or deface the sticker
of another without the permission of the owner of the sticker.
The Mayor and Council may, by resolution, establish
additional rules and regulations for the collection of garbage, refuse
and trash and the sticker program.

Any person violating or failing to comply with
any of the provisions of this article shall, upon conviction thereof,
be subject to a fine of not more than $2,000, be imprisoned in the
county jail for a term not to exceed 90 days and/or serve a period
of community service not exceeding 90 days.
