There is hereby established in the Township
a Court, which shall be known as the "Municipal Court of the Township
of Bloomfield, New Jersey," pursuant to the authority vested in the
Township by provisions of N.J.S.A. 2B:12-1 et seq.
The Municipal Court shall have a seal bearing
the impress of the name of the Court.

The Municipal Court shall have a Judge, who
shall be known as the "Municipal Judge," who shall have the qualifications
and who shall serve for the term and be appointed in the manner provided
by law.
The Municipal Court shall have the jurisdiction
which is now or shall hereafter be conferred upon it by law, and the
practice and procedure of the Court shall be governed by the law in
such case made and provided and such rules as the Supreme Court of
the state shall promulgate and make applicable to the Municipal Court.
The Municipal Court shall have such clerical
help as the Township Council shall provide by ordinance or resolution.
The Municipal Court shall keep such records
as may now or hereafter be provided by law or the rules of the Supreme
Court of the state.

There shall be a Municipal Public Defender for the Municipal
Court who shall be appointed by the Mayor and Council for a term of
one year commencing January 1. The Municipal Public Defender shall
have the duties prescribed in N.J.S.A. 2B:24-1 et seq. The Municipal
Court shall require every person applying for representation by the
Municipal Public Defender to pay an application fee of $200. The Municipal
Court may waive any part of the application fee to the extent that
it is determined, by a clear and convincing showing, that the application
fee represents an unreasonable burden on the person seeking representation.
