No person shall do any of the following acts in any public off-street parking areas in this Township:
A. 
Park a motor or other vehicle upon any walk, roadway or any other portion of said parking area or grounds not expressly laid off and designated for public parking.
B. 
Park any vehicle so that a portion of same projects over and beyond the space designated for proper parking.
C. 
Park any vehicle on, over or across any line, marker, curb or other device used or intended to separate the space made available for each single vehicle.
D. 
Park any vehicle only partially in the space designated therefor or in such manner that said vehicle shall project into the roadway.
E. 
Place in or upon any parked vehicle any advertising matter or any other thing without the express consent previously given by the person owning the vehicle or having possession of the same at the time.
F. 
Discard any paper, bottle or other waste material whatsoever.
G. 
Destroy or damage any sign, marking or other public property.
H. 
Use such an area or any part thereof for any purpose other than parking vehicles therein without specific authority to do so from the governing body or the Police Department of this municipality.
I. 
Park any vehicle for a continuous period exceeding 24 hours.
J. 
Park a commercial vehicle on the top deck of the municipal parking garage.
Any person violating any of the provisions of this article shall, upon conviction thereof, forfeit and pay a penalty of not exceeding $25, and in default of the payment thereof shall be committed to the county jail for the term of not exceeding 10 days.
A. 
Any violation of the parking regulations as set forth in this chapter occurring in the municipal parking lots and garage shall be subject to a fine as set forth herein. Failure to pay the fine assessed within 20 days will result in the issuance of a summons which will require a higher penalty, as indicated, as well as a penalty surcharge as provided by law.
(1) 
The fines for the following offenses, if paid within 10 days, are as follows:
(a) 
Meter time expired: $15.
(b) 
Overparked: $30.
(c) 
Not parked in designated lined space: $15.
(d) 
Not parked front end in: $25.
(e) 
Parking in reserved area: $20.
(f) 
Parking in area not designated for parking: $20.
(g) 
Failure to deposit proper coin or coins in meter or turn handle to operate: $20.
(h) 
Not parked in the direction of traffic: $20.
(i) 
Parking in handicapped space without proper authorization: $280.
(j) 
Parking a commercial vehicle on the top deck of the parking garage: $37.50.
(k) 
Parking a vehicle bearing an Authority parking decal on the top deck of the parking garage: $37.50.
(2) 
In the event that any of the aforementioned charges for failure to adhere to the regulations are not paid to the Authority within 10 days from the date of notification, then the charges shall be as follows:
(a) 
Meter time expired: $30.
(b) 
Overparked: $60.
(c) 
Not parked in designated lined space: $30.
(d) 
Not parked front end in: $50.
(e) 
Parking in reserved area: $40.
(f) 
Parked in area not designated for parking: $40.
(g) 
Failure to deposit proper coin or coins in meter or turn handle to operate: $40.
(h) 
Not parked in the direction of traffic: $40.
(i) 
Parking in a handicapped space without proper authorization: $280.
(j) 
Parking commercial vehicle on top deck of parking garage: $75.
(k) 
Parking vehicle bearing an Authority parking decal on top deck of parking garage: $75.
B. 
In the event that any of the aforementioned charges for failure to adhere to the regulations are not paid to the Authority within 20 days from the date of notification, then and in that event a state summons shall be issued by the Parking Violations Officers of the Toms River Township Parking Authority.
