The provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey are hereby made applicable to the roadways, parking lots and driveways within the Law Enforcement Center located in Toms River Township, County of Ocean, State of New Jersey.
No person shall park a vehicle except where stalls are provided and between the painted lines.
The following described streets or parts of streets are hereby designated as through streets:
A. 
Perimeter Road: between Oak Avenue and Bay Avenue; stop signs shall be placed on all intersecting roadways.
The stop intersections are only those that are shown on the attached site plan.[1]

Reserved parking shall be as follows:
A. 
Parking Lot No. 2, as shown on the attached site plan.[1] All vehicles must be properly identified.

Permit parking shall be as follows:
A. 
Parking Lot No. 3, parking only for police and official vehicles.
A. 
The speed limit for both directions of traffic along all parking lots shall be 20 miles per hour.
B. 
The speed limit shall be 25 miles per hour in both directions along the outside perimeter road.
C. 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.
Any vehicle parking or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
The Perimeter Road and Center Road should have a double yellow line for their entire length.
