There shall be a Department of Public Works, the head of which shall be the Director of Public Works. The Director of Public Works shall be appointed by the Manager, with City Council approval.
The Director of Public Works shall be appointed by, and shall be under the directions and supervision of the City Manager. Prior to appointment, the City Manager shall be satisfied that the Director of Public Works possesses the training, education and experience necessary to perform the duties of the position.
The Director of Public Works shall, except as otherwise provided by this Charter or by law:
(a) 
Manage, maintain and operate all of the public works and physical properties of the City consistent with the provisions of Chapter 10.
(b) 
Direct and supervise all bureaus within the Department of Public Works.
(c) 
Perform duties and assignments as outlined in the job description maintained by the Personnel Officer.

Within the Department of Public Works there shall be the following bureaus: Central Garage, Parks and Recreation, Solid Waste Collection, Street, and Water/Sewers. The Head of each Bureau shall be appointed by the Director of Public Works with the approval of the City Manager. Bureaus may be added, consolidated, abolished or re-aligned by the City Council to provide for the fulfillment of department duties and responsibilities.
