If any clause, sentence, paragraph, word, section
or part of this Charter is adjudged by any court of competent jurisdiction
to be invalid, that judgment shall not affect, impair, or invalidate
the remainder but shall be confined in its operation to the clause,
sentence, paragraph, section or part directly involved in the controversy
in which such judgment is rendered.
The provisions of this Charter shall be liberally
construed to achieve the objectives and purposes of this Charter.
