When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
B. 
For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein.
CHIEF OF POLICE
The Chief of Police of the City of Butler.
CITY
The City of Butler.
MONITOR
A parking violation monitor appointed under the authority of this chapter.
PARKING MANAGER
Department head responsible for the City of Butler's parking system.

A. 
There is hereby established parking violation monitors in and for the city.
B. 
The Mayor shall have the authority and is hereby authorized to appoint three (3) persons to be known as "parking violation monitors." Council may from time to time increase or decrease the number of parking violation monitors.
To be eligible for appointment to a parking violation monitor, a person shall be:
A. 
Not less than eighteen (18) years of age.

B. 
A resident of this city.
C. 
A citizen of the United States, of good moral character and able to read and write the English language understandably.
D. 
In good health, sound in body and mind and certified by a reputable physician as being physically capable of performing the required duties.
E. 
The licensee of a valid current Pennsylvania driver's license.

Each appointee to a parking violation monitor shall be sworn to faithful performance of the required duties.

The Chief of Police or his designee shall conduct, and monitor appointees shall present themselves, for a period of preassignment formal training of such intensity and duration as the Chief finds necessary for the performance of the required duties.
A. 
Duties. Monitors shall assist the Police Bureau in the inspection and the patrolling of parking meters, parking meter stalls and all other nonmoving parking violations whether the same are on the city streets or on any municipal parking lot owned and operated by the City of Butler.

B. 
Monitors are hereby authorized to execute and attach to vehicles parked in violation of the traffic regulations of the city a notice of violation.
C. 
Supervision by Chief of Police. The Chief of Police shall familiarize each monitor with the duties to be performed, and the Chief or his designee shall be the sole supervisor of the duties of monitors.

Monitors shall adhere to and be governed by all the rules and regulations laid down for the guidance of the Police Bureau members insofar as such rules and regulations are applicable to and consistent with the special class of duty prescribed for parking violation monitors. Monitors shall also comply with all other applicable ordinances, rules and regulations adopted by Council.
Monitors shall not be a part of nor affiliated or connected in an official capacity with the City Police Bureau. Monitors shall not be subject to, nor acquire any rights under, the civil service rules of the State of Pennsylvania or of this city. Monitors shall be general municipal employees of the city for all purposes.
The Chief of Police shall, at the expense of the city, supply each monitor with a suitable indicia of authority and uniform and such other equipment or supplies as he finds necessary in the best interests of the city.
Monitors shall be paid by the city such salary or hourly wage as may from time to time be fixed by Council.

Council shall have the authority to summarily dismiss any monitor for any reason it shall deem sufficient. Vacancies shall be filled in the manner of original appointments.

There is hereby an established Parking Manager in and for the City.
B. 
The Mayor shall have the authority and is hereby authorized to appoint one Parking Manager.

Duties: overseeing all parking operations, preparing budgets, and assisting in the development of policies and practices to ensure the effective management of resources.

Work performed is under direct supervision of the Mayor.

The Parking Manager shall be an appointed official of the City for all purposes.
