In the R-O District, the land and structures may be used and structures may be erected, altered, enlarged and maintained for the following uses only:
A. 
Single-family dwellings.
B. 
Two-family dwellings.
C. 
Multiple-family dwellings.
D. 
Churches and religious establishments and nonprofit philanthropic institutions.
E. 
Libraries.
F. 
Business and professional offices.
G. 
Clinics and medical arts buildings.
H. 
Schools, public, private or parochial.
I. 
Bed-and-breakfasts.
J. 
Banks; no drive-through.
Accessory uses in the R-O District shall be as follows:
A. 
Home occupations, no on-site customer service.

B. 
Accessory buildings such as tool and garden sheds and private garages detached from the main building and used by residents thereof. Sheds shall be limited to one shed per 3,000 square feet of lot area, with a maximum of two sheds per lot. All sheds must be placed in the side or rear yard only, and placement of a shed in the front yard is prohibited.

C. 
Service facilities, wholly within office buildings or hotels, such as dining rooms, food counter, beauty parlors, shoe shine parlors, barber shops and newsstands and other similar uses.
D. 
Signs as prescribed in Article XVII.
E. 
Coin-operated amusement devices, but only within premises that are permitted or conditional uses in the R-O Zone District, provided that devices are incidental to the principal use of the premises, that not more than three devices are installed and that the area occupied by the devices and required additional floor area and aisles (See the definition of "coin-operated/pay-for-play amusement device" in § 260-7.) is devoted exclusively for patrons operating the devices and does not interfere with other activities on the premises. A floor plan drawn to scale showing the location of the proposed devices in relation to adjacent walls and exits and to one another shall be presented to the City Engineer before action leading to approval may commence.

Conditional uses in the R-O District shall be as follows:
A. 
Apartment hotels, hotels and motels.
B. 
Municipal buildings and public utility service buildings, structures and facilities.
C. 
Home occupations with on-site customer service.
D. 
Townhouses, provided that the following conditions are met in addition to those that normally apply in the zone district:
(1) 
The lot area shall be not less than 6,000 square feet and shall front on a street with a paved width of at least 22 feet.
(2) 
There shall be not more than one dwelling unit per 3,000 square feet of lot area, and fractions thereof shall not be considered.
(3) 
Dwelling units may be sold only if every dwelling unit in the building containing the townhouses occupies a lot abutting the principal street adjacent to the property and has a lot width of at least 20 feet.
(4) 
Off-street parking areas serving more than two dwelling units shall be set back at least 20 feet from any front lot line and screened from adjacent residential properties by a low evergreen hedge or fence where such parking is within 15 feet of an adjacent residential property.
E. 
Assisted-living facilities.
F. 
Restaurants with drive-through windows.
G. 
Banks with drive-through.
H. 
Barber and beauty shops.
I. 
Day spas.
J. 
Rental halls.
K. 
Studios, art, music, dance and photography.

Uses permitted by special exception in the R-O District shall be as follows:
A. 
Funeral homes, subject to the conditions in § 260-132D.
B. 
Membership clubs, subject to the conditions in § 260-132D.
C. 
Transitional dwellings, approval of which shall require a public hearing as provided in § 260-132D.
D. 
Day-care centers/preschools, approval of which shall require a public hearing as provided in § 260-132D.
A. 
Residential uses. For any residential lot, the minimum lot area shall be as follows:
(1) 
Single-family dwelling: 4,000 square feet.

(2) 
Two-family dwelling: 4,000 square feet.

(3) 
Three-family dwelling: 6,000 square feet.
(4) 
Each additional dwelling unit: 500 square feet.
(5) 
Each additional dwelling unit including only efficiency and one-bedroom apartments: 350 square feet.
(6) 
Apartment hotels: 5,000 square feet for the first three dwelling units plus 350 square feet for each additional dwelling unit.
(7) 
Hotels and motels.
(a) 
For the first two rental rooms: 5,000 square feet.
(b) 
For each additional room up to and including 20 rooms: 100 square feet.
(c) 
For each room above 20: 50 square feet.
B. 
Minimum lot width shall be as follows:
(1) 
One- or two-family dwellings: 40 feet.
(2) 
For each dwelling unit more than two: The lot width shall be increased at the building line by two feet for each dwelling unit.
(3) 
For other permitted uses: 50 feet.
C. 
Minimum yard dimensions.
(1) 
Each lot in the R-O District shall comply with the following minimum requirements:
(a) 
Front yard: 25 feet, except that where a lot abuts on both sides lots occupied by main buildings less than 25 feet from the front property line, the front yard requirements of the lot may be the average depth of the front yards of the abutting occupied lots.
(b) 
Side yard, interior lot: both sides, 12 feet or one side, four feet.
(c) 
Side yard, corner lot: yard abutting a street, 10 feet and the opposite side yard, four feet.
(d) 
Rear yard: 25 feet.

Principal building: 25 feet.

Accessory building: five feet.
(2) 
For each building over 40 feet in height, the front yard shall be increased 10 feet for each 10 feet in height or fraction thereof, the total side yard shall be increased by two feet, and the rear yard shall be increased by two feet for each 10 feet in height or fraction thereof.
(3) 
Subject to the duty to maintain safe site distances for pedestrian and vehicular traffic, sheds may be placed within the applicable setbacks from property lines without violating this chapter.

No height limitation exists in the R-O District.

The building area shall not exceed 55% of the lot area. Sheds shall not be counted when determining building area coverage. All accessory structures having floor space in excess of 144 square feet in area shall be counted when determining the building area coverage.
Off-street parking shall be in accordance with the provisions of Article XVIII.
