PREAMBLE
We, the free inhabitants of the Town of Westerly,
in order to secure and preserve the right of self-government in all
local matters, pursuant to the provisions of the Constitution of the
State of Rhode Island and Providence Plantations, do ordain, adopt
and establish this Charter.
