The Board of Trustees of the Village of Bronxville finds that there is a potential for a temporary shortage of parking for residents of the Village of Bronxville from the displacement of approximately 180 vehicles from the Kensington parking lot, which is comprised of three public parking lots located adjacent to the Metro-North train station, abutting Kensington Road, in the Village of Bronxville. This displacement will occur during a period of construction in the Kensington parking lot, when such lot will be unavailable for public parking. Without a parking system in place to accommodate these displaced vehicles, this lack of parking is likely to result in traffic hazards, congestion and air and noise pollution, and could pose a hazard to residents and other pedestrians in the area. The Board of Trustees finds that in order to minimize and reduce such hazards and pollution levels, the institution of a temporary residential parking permit system is necessary.
This article shall remain in effect until such time as parking in the Kensington parking lot area is made fully available as public parking.
A. 
Notwithstanding any language to the contrary in this chapter, for the duration of this article, vehicles displaying valid LK parking permits shall be exempt from the parking time limits set forth in §§ 290-27 and 290-29 and shall be permitted to park any time in the parking spaces delineated in the following locations:

(1) 
Dewitt Avenue from Paxton Avenue to the Village line.
(2) 
Garden Avenue from Pondfield Road to Tanglewylde Avenue.
(3) 
Kensington Road from Sagamore Road to Oval Court.
(4) 
Paxton Avenue from Stone Place to Dewitt Avenue.
(5) 
Sagamore Road from Pondfield Road to the Village line.
(6) 
Valley Road from Pondfield Road to Prescott Avenue.
B. 
All other vehicles shall remain subject to the established parking time limits, unless otherwise exempt.
Motor vehicles registered pursuant to § 404-a of the New York State Vehicle and Traffic Law shall be exempt from the requirements in this article.

Fees for the LK parking permit shall be set at $110 per month, or as may be fixed by the Board of Trustees from time to time. Such fees shall be credited to the general fund of the Village.
