In addition to the scheduled costs and fees for the issuance
of any permits contained in this Code, or incorporated herein by reference
to any regulation, schedule or any other documents whatsoever, the
costs and fees for the issuance of any permit by the Borough shall
also include the outstanding balance(s) of all liabilities owed to
the Borough by the requester(s) and/or the landowner(s), including
but not limited to fines, civil penalties, past due sewer bills, land
use/subdivision charges and or/or past due permit fees.
