A. 
All residential refuse and recyclables accumulated in the Township of Haverford shall be collected, conveyed and disposed of by the Township.
B. 
It shall be unlawful for any person to dispose of any refuse within the Township of Haverford.
C. 
The Department of Public Works is herewith authorized to make regulations concerning the days and hours of collection and disposal necessary for the efficient and effective operations of the Township's solid waste and recycling program, provided that such regulations are consistent with the practical intentions of the provisions herein contained.
D. 
The Township will not be responsible for collecting or disposing of refuse or recyclables other than residential refuse. The owners of such nonresidential properties shall be responsible for the disposal of refuse and recyclables from their premises. Such material shall be disposed of in watertight vehicles provided with tight covers and so operated to prevent offensive odors from escaping therefrom and materials from being blown, dropped or spilled.
The following words, when used in this article, shall have the meanings ascribed to them in this section, except in those instances where the context clearly indicates otherwise:
ASHES
The residue from the burning of wood and other combustible materials for the purposes of heating and cooking.
BULK WASTE
Items of solid waste which, due to their size, shape or weight, cannot be collected as part of the normal weekly municipal waste collection and, therefore, require special handling. It includes household appliances, furniture, vacuum cleaners, lawn mowers, microwaves, play equipment, box springs and mattresses, but not including outdoor structures such as sheds or fences.
COMMERCIAL ESTABLISHMENTS
Those properties used primarily for commercial or industrial purposes and those multiple-dwelling residential buildings containing more than four dwelling units.
CONSTRUCTION AND DEMOLITION WASTE
Lumber, roofing material, sheathing, rubble, broken concrete, macadam, plaster and brick, conduit, pipe, insulation and other material which results from a construction, demolition or remodeling process.
DWELLING UNIT
Any permanent structure or portion of any permanent structure utilized as a residence by persons within the Township of Haverford.
GARBAGE
The animal and vegetable waste resulting from the handling, preparation, cooking and consumption of foods. It shall not include more than a minimal amount of free liquids. It shall not include food-processing wastes from a nonresidential use, nor large quantities of spoiled food products.
GRASS
The low green herbage of pastureland and lawns.
LEAVES
The thin outgrowth of a twig or branch, usually green in color and consisting of a broad blade and a stalk.
PERSON
A natural person.
REFUSE
Includes garbage and trash, crockery, etc., resulting from the usual routine of housekeeping, exclusive of materials required to be recycled pursuant to Article III herein.
RESIDENCE BUILDING
Any permanent structure in the Township of Haverford containing no more than four dwelling units.
RUBBISH
All waste materials not included in garbage, except building rubbish from building construction or reconstruction, street refuse, industrial refuse, dead animals, abandoned large machines or vehicles or such other waste materials as are not commonly produced in homes, stores and institutions.
YARD WASTE
Garden residues, shrubbery, tree and plant trimmings, brush and Christmas trees, but not including grass clippings and leaves.
A. 
Refuse, accumulated in residence buildings as defined herein shall be collected, conveyed and disposed of by the Township.
B. 
The present officers of the Township of Haverford are herewith given authorization to make regulations concerning the days of collection, type and location of waste controls and such other matters pertaining to the collection and disposal as they may deem feasible and to change and modify the same after notice as required by law, provided that such regulations are not contrary to the provisions hereof.
A. 
General. The Township will provide special refuse collections to residential dwellings within the Township for bulk waste as defined herein, for a fee.
B. 
Preparation. Construction and demolition waste shall not be collected by the Township but must be removed by owners or contractors through other means.
C. 
Placement of items. Items to be collected must be placed at the curb, and collectors shall not enter any property for the purpose of making collections.
D. 
Fee. Arrangements for bulk waste pickup may be made online at the Township's website, www.haverfordtownship.org, and the prompts for online payments, or may be made in person at the Township Administration Building. No request for bulk waste pickup will be processed until the appropriate fee in accordance with a schedule adopted by resolution of the Board of Commissioners, as may be amended from time to time, has been paid in full. Such requests must be submitted online by 10:00 a.m. or in person at the office of the Township Building by 1:00 p.m. on Tuesday in advance of a Wednesday collection.
A. 
Preparation of material for pickup.
(1) 
All material, before being placed in refuse containers for collection, shall be drained and free from liquids.
(2) 
Loose materials must be placed in containers. Construction and demolition waste will not be collected by the Township but must be removed by owners or contractors through other means.
(3) 
Tree trimmings, hedge clippings and similar material shall be cut to lengths not to exceed three feet and securely tied in bundles not more than two feet thick before being deposited for collection at the curb. Yard waste placed in a container for pickup shall not include branches or limbs that exceed the height of the container, and no container used for the collection of yard waste may exceed 40 pounds in total weight.
(4) 
Grass clippings shall be collected with the refuse.
(5) 
Leaves must be raked in bulk to the curb area during the designated leaf collection program. At other times of the year bagged leaves will be collected according to the Public Works rules and regulations.
(6) 
Separate arrangements must be made by telephone with the Department of Public Works for the pickup of diapers, tissues, rubber gloves or other waste generated in the care and maintenance of a person receiving radiation treatments for the safety of the general public.
B. 
Containers.
(1) 
All refuse receptacles shall be durable, watertight and made of rust-resistant metal or plastic and have a tight-fitting lid. The size of each container shall not exceed fifty-gallon capacity.

(2) 
All containers shall be maintained in good condition and must not have ragged or sharp edges. Failure to comply with this provision will result in termination of service.
(3) 
Storage.
(a) 
Refuse containers shall be placed at the curbline, clearly visible to the collector. No person shall place any of these materials as well as any yard waste except as noted above in any street or highway or sidewalk. Containers are to be brought to the curbline no later than 5:00 a.m. the day of a scheduled collection, and must be removed from the curbline within 12 hours of collection.
(b) 
Wherever possible, trash cans, when not placed at the curb for collection, should be stored so that they are not visible from the street.
(c) 
The Township may refuse to collect unreasonable accumulations of refuse or materials improperly stored. No more than 10 bags or containers will be picked up during any one collection.
(d) 
It shall be a violation of this chapter for any person to throw, dispose or deposit any refuse or recyclables on property other than that which he legally occupies.
C. 
Additional regulations.
(1) 
All rules and regulations must be followed as set forth by the County of Delaware in Ordinance No. 78-3.
(2) 
The collection of waste will be facilitated if it is placed outside regularly and not allowed to accumulate.
(3) 
Containers should not be overfilled so that they cannot be moved without spilling.
(4) 
Collectors will not enter private property or buildings to remove waste.
(5) 
Commercial garbage, including discarded or spoiled foodstuffs from hotels, motels, restaurants, markets, hospitals, institutions and other commercial places serving human beings, or construction materials, debris, brush, etc., left by a contractor, will not be picked up by the Township. These must be collected by private contractors.
(6) 
All medical waste, including but not limited to tongue depressors, cotton swabs, medical gloves, surgical gowns, table paper, bandages and gauze, needles and syringes, pathological wastes, liquids, throat cultures and similar waste material must be placed in suitable closed containers before being placed in normal trash in order to prevent exposure to the general public for collection by a private contractor.
(7) 
Paint may not be mixed in with the regular trash refuse. Separate arrangements must be made for the removal of latex paint only by calling the Department of Public Works at the Township Administration Building. All other paints, stains, etc., must be disposed of at specially scheduled Delaware County household hazardous waste events.
D. 
Absolutely no trash is to be picked up at any commercial establishment, any apartment building containing more than four units or at any apartment unit located above or behind a commercial establishment.

E. 
Yard waste. Yard waste will be segregated from household refuse for a separate pickup. Storage, handling and disposal of yard waste shall be in accordance with § 95-17 herein.
Refuse is to be placed in watertight metal or plastic containers with tight-fitting lids. It is important to keep collections dry. Plastic trash bags may be used as they speed collection. The maximum weight of any one loaded container shall not exceed 40 pounds. The maximum size of a container shall not exceed 35 gallons.
A. 
Containers must be placed at curbside at no later than 5:00 a.m. on collection days nor any earlier than dusk the night before.
B. 
Collections will begin at 6:30 a.m. the day of collection.
C. 
Collections will be made twice weekly in accordance with the schedule on file in the office of the Department of Public Works at the Township Administration Building.
D. 
In a week when a holiday falls on a regular collection day, trash will be picked up in accordance with a modified schedule posted on the Township website and as shown on your recycling calendar.
It is hereby declared to be unlawful and a public nuisance for any person to accumulate upon any property in this municipality any municipal solid waste or to dispose of it except in accordance with this chapter, and other applicable laws, ordinances or regulations.
Any person, firm, or corporation who shall violate any provision of this article, upon conviction thereof, in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article that shall have been found to have been violated shall constitute a separate offense.
