The following words, when used in this article, shall have the
meanings ascribed to them in this section, except in those instances
where the context clearly indicates otherwise:
ASHES
The residue from the burning of wood and other combustible
materials for the purposes of heating and cooking.
BULK WASTE
Items of solid waste which, due to their size, shape or weight,
cannot be collected as part of the normal weekly municipal waste collection
and, therefore, require special handling. It includes household appliances,
furniture, vacuum cleaners, lawn mowers, microwaves, play equipment,
box springs and mattresses, but not including outdoor structures such
as sheds or fences.
COMMERCIAL ESTABLISHMENTS
Those properties used primarily for commercial or industrial
purposes and those multiple-dwelling residential buildings containing
more than four dwelling units.
CONSTRUCTION AND DEMOLITION WASTE
Lumber, roofing material, sheathing, rubble, broken concrete,
macadam, plaster and brick, conduit, pipe, insulation and other material
which results from a construction, demolition or remodeling process.
DWELLING UNIT
Any permanent structure or portion of any permanent structure
utilized as a residence by persons within the Township of Haverford.
GARBAGE
The animal and vegetable waste resulting from the handling,
preparation, cooking and consumption of foods. It shall not include
more than a minimal amount of free liquids. It shall not include food-processing
wastes from a nonresidential use, nor large quantities of spoiled
food products.
GRASS
The low green herbage of pastureland and lawns.
LEAVES
The thin outgrowth of a twig or branch, usually green in
color and consisting of a broad blade and a stalk.
REFUSE
Includes garbage and trash, crockery, etc., resulting from the usual routine of housekeeping, exclusive of materials required to be recycled pursuant to Article
III herein.
RESIDENCE BUILDING
Any permanent structure in the Township of Haverford containing
no more than four dwelling units.
RUBBISH
All waste materials not included in garbage, except building
rubbish from building construction or reconstruction, street refuse,
industrial refuse, dead animals, abandoned large machines or vehicles
or such other waste materials as are not commonly produced in homes,
stores and institutions.
YARD WASTE
Garden residues, shrubbery, tree and plant trimmings, brush
and Christmas trees, but not including grass clippings and leaves.
Refuse is to be placed in watertight metal or plastic containers
with tight-fitting lids. It is important to keep collections dry.
Plastic trash bags may be used as they speed collection. The maximum
weight of any one loaded container shall not exceed 40 pounds. The
maximum size of a container shall not exceed 35 gallons.
Waste must be placed in front of the property at the curb in
the Township right-of-way.
It is hereby declared to be unlawful and a public nuisance for
any person to accumulate upon any property in this municipality any
municipal solid waste or to dispose of it except in accordance with
this chapter, and other applicable laws, ordinances or regulations.
Any person, firm, or corporation who shall violate any provision
of this article, upon conviction thereof, in an action brought before
a magisterial district judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this article continues
or each section of this article that shall have been found to have
been violated shall constitute a separate offense.
