A. 
The East Bloomfield Town Board (Town Board) has executed an intermunicipal cooperation agreement with the County of Ontario for the purposes of reviewing addressing and street naming in preparation for the Ontario County Enhanced 911 System.
B. 
A local contact is needed to assign addresses to new construction and to newly created parcels, to act as liaison between the Town Board and the Ontario County Planning Department (Planning), and to provide local input into the review of official street names and address assignments.
C. 
Systematic review and maintenance of an addressing system will serve residents by making location of properties easier for emergency service providers.
The Code Enforcement Officer is hereby designated as the "Town of East Bloomfield Addressing Official."
The duties of the Addressing Official shall be as follows:
A. 
Attend all training seminars in regard to addressing as announced and presented by the Ontario County Planning Department.
B. 
Assign house numbers to newly created parcels and to buildings when building permits are issued. Such assignments shall be in writing on forms provided by the Ontario County Planning Department and shall be delivered to the owner of the premises, the municipal assessor and the Ontario County Planning Department.
C. 
During the preparations for the implementation of the Ontario County Enhanced 911 System, review the addressing changes proposed by the Ontario County Planning Department and identify the existence of multifamily developments and mobile home parks, private streets and rights-of-way and existing locally used names for private streets and rights-of-way. Upon request by the Ontario County Planning Department, the Addressing Official shall identify all known areas within the town where existing problems with addressing exist.
D. 
Comply with the Addressing Policy and Municipal Street Address Guide as promulgated by the Ontario County Planning Department.
E. 
Refer all requests for new roads and rights-of-way, whether public or private, to the Ontario County Planning Department for review and approval of the official name prior to preliminary subdivision approval.
All new address assignments made by the Addressing Official shall be in compliance with the Addressing Policy and Master Street Address Guide, as provided and modified by the Ontario County Planning Department.
All town employees and officials shall hereinafter refer all inquiries for address information or requests for address assignments whether from the general public or for use in official records of the town to the Addressing Official.
Copies of this chapter shall be sent by the Town Clerk to the Municipal Addressing Official; the Town Assessor; the Tax Collector; the Building Inspector/Zoning Officer/Code Enforcement Officer; the Chairpersons of the Zoning Board of Appeals and the Planning Board; the president of the local school board; the Highway Superintendent; the Sewer District Superintendent; the Water District Superintendent; and the Ontario County Planning Department.
