As used in this article, the following terms shall have the meanings indicated:
RUN AT LARGE
An animal shall be deemed to be running at large if it is elsewhere than on the premises of the owner while not in the control of the owner or the owner's agent and without the knowledge, consent or approval of the owner of such lands.
The running at large of cattle, sheep, fowl and other animals, except as otherwise specified in this article, within the streets, public lanes and alleys of the village is hereby prohibited.
If any animals, except as otherwise specified in this article, shall be suffered to run or be at large within any street, lane or alley within the village or shall be tied or chained for pasturage on any street, alley or lane in the village, the same shall be impounded. Such animal shall not be released until the reasonable cost of impounding and the keeping of the same shall have been paid.
It shall be unlawful for any person to keep any animal or bird which by causing frequent or long-continued noise shall disturb the comfort and repose of any person in the village.

Any person who shall violate any provision of this article shall, upon conviction, be subject to the penalties set forth in Chapter 1, General Provisions, Article III, General Penalty.
