The owner, occupant or tenant of every property fronting upon or alongside any streets of the Borough of Birdsboro is hereby required to remove or cause to be removed all snow and/or ice from all sidewalks in front of and/or alongside such property, for a minimum width of three feet measured from the curbline toward the building (property) line if there is no grass plot separating the curb from an improved pavement, or for a minimum width of three feet measured from the line of the improved pavement located along the grass plot toward the building (property) line if there is a grass plot separating the curb from an improved pavement, but in no case exceeding the width of the sidewalk. All such removal shall be completed within 24 hours after said snow and/or ice shall have ceased to fall or be formed on such sidewalks, unless said snow and/or ice be of such a hardened or frozen condition that it cannot be removed without injury to the sidewalk, in which case the owner, occupant or tenant of each such property is required to place salt, sand or other abrasive or chemical material upon said snow and/or ice within the time above provided in order to remedy the aforesaid condition. The owner of said property shall be responsible for conforming to the requirements of this article, whether or not such owner is present on the property, and whether or not such owner has delegated such responsibility to a third party or a tenant. In the instance of a building which is occupied by multiple residential or commercial tenants, any such snow and/or ice removal shall be the responsibility of the owner of said premises, whether or not such responsibilities have been delegated to a third party.
