[The descriptions of the County election
districts, including their respective polling places and the Reapportionment
Plan, are on file in the County offices.]
A Central Absentee Voter Election District is
hereby established, which shall receive, count and record all absentee
ballots voted by registrants of the County of Buchanan Virginia in
all elections, including any November or May general election, the
election of town officers for the Town of Grundy, Virginia, any special
elections and any primary elections, as defined in § 24.2-101
of the Code of Virginia, 1950, as amended.
The Central Absentee Voter Election District
shall be located in the Buchanan County Board of Supervisors Meeting
Room, in the basement of the Buchanan County Courthouse located on
Courthouse Square, in Grundy, Virginia.
The Central Absentee Voter Election District
shall have not less than three election officials. The Electoral Board
shall determine the number of election officials.
The Central Absentee Voter Election District
shall process all ballots and application for absentee ballots in
accordance with procedures set forth in § 24.2-712 of the
Code of Virginia, 1950, as amended, and pursuant to federal and state
law governing the receipt, count or recordation of absentee ballots
and pursuant to the instructions of the State Board of Elections issued
in accordance therewith.
The security of all voted and unvoted ballots
under the control of the Central Absentee Voter Election Precinct
shall be the responsibility of the Secretary of the Electoral Board
as they are transported to the Central Absentee Voter Election Precinct,
and he or she shall account for all such voted or unvoted ballots.
Thereafter, the chief election officer of the precinct shall be responsible
for the security of all such ballots until they are delivered under
seal to the Clerk of the Circuit Court in accordance with law.
