Upon the adoption of a resolution, the Board of Trustees may establish a Publicity Fund to be expended for the purpose of advertising the advantages of the Village as a tourist destination, or for commemoration programs and historical events, or otherwise, including the necessary and legitimate expense of securing a designation of the Village as the place to hold a convention or meeting of any organization or society and for all such other purposes as may tend to promote the general, commercial or economic welfare of the Village, its residents, property owners and businesses. Such appropriation shall not exceed $5,000 annually; provided, however, that the Board of Trustees may appropriate up to $50,000 annually if such resolution is enacted, subject to a permissive referendum.
The Board of Trustees shall be authorized to negotiate, enter and enforce all contracts for goods, services, activities and all other expenditures being funded by authority of this chapter and to approve all disbursements made pursuant hereto.
