Be it ordained and enacted by the Borough of
Upland in Council assembled, and it is hereby ordained and enacted
by the authority of the same, that the schedule or system for the
numbering of houses and buildings prepared by the Streets and Equipment
Committee, a copy of which is on file with the Borough Secretary,
is hereby approved and adopted.
On and after the passage and approval of this
chapter, it shall be the duty of each and every owner, trustee, lessee,
agent and occupant of each and every house, building or other structure
in the Borough of Upland to cause the same to be numbered in accordance
with this chapter and the schedule or system hereby adopted and approved.
The numbers shall be placed in a conspicuous
place so as to be in full view from the opposite side of the street
and shall be of metal or plastic material at least 2 1/2 inches
in height, the color of the numbers to be in contrast to the immediate
background.

It shall be unlawful to cover any house number
with any sign, drapery or other obstruction or allow such number to
be covered or obstructed which tends to conceal such number. All old
numbers shall be removed from any house, building or other structure
when a new number has been assigned and when so directed by the Streets
and Equipment Committee or the Borough Manager.

The Streets and Equipment Committee and the
Borough Manager, or either of them, are hereby authorized to require
the numbering and renumbering of any house, building or other structure
in accordance with this chapter. The Streets and Equipment Committee
and the Secretary of Council, or either of them, shall have the full
right and authority to designate any number or numbers on any street
or public highway of said Borough which may be laid out and opened
after the passage of this chapter and shall have a like authority
to designate such number or numbers due to additions, omissions or
corrections found necessary on the schedule or system hereby adopted.

Any person or persons, firm or corporation who
or which shall number or attempt to number any house or building contrary
to this chapter and the schedule or system hereby approved and adopted
or who shall fail or neglect to number their house or building in
accordance herewith or who shall fail or refuse to change the number
thereof on notification of the Streets and Equipment Committee or
the Borough Manager and any person or persons who shall alter, deface,
remove or destroy any number required to be displayed by this chapter
shall, upon conviction, pay a fine of not more than $1,000, plus costs
of prosecution.
