The following definitions shall apply to all terms used throughout all of the articles of this Chapter 300:
Any cartway or pathway, paved or unpaved (including grass),
adjacent to a street or alley, which cartway or pathway is intended
for pedestrian right-of-way and which has a width of at least three
feet and a clearance of at least seven feet in height.
