There are hereby established at the University of Massachusetts at Lowell such scholarships for residents of the City for which the City Council may annually appropriate money.

There are hereby established not in excess of 10 nursing scholarships at schools of nursing within the City, as the City Council may annually appropriate money for, in accordance with Chapter 262 of the Acts of 1960.
There are hereby established at such state-supported community colleges as may be designated by the City Council such scholarships for residents of the City for which the City Council may annually appropriate money.

A. 
There is hereby established a committee which shall be known as the "Lowell Scholarship Committee," referred to in this chapter as the "Committee," which Committee shall consist of seven members, as follows: the chief executive officer of the City, who shall be the Chairman thereof, the Chancellor of the University of Massachusetts at Lowell or his designee, and five other citizens of the City, one of whom shall be a registered nurse and all of whom shall be appointed by the chief executive officer for a term of four years.[1]

B. 
The Committee shall establish rules for the administration of its affairs and the eligibility of an applicant to receive a scholarship at the institutions mentioned in this chapter.
Such funds as are appropriated annually for the establishment of scholarships under this chapter shall be disbursed by the chief executive officer of the City on the recommendation of the Committee.

A. 
There is hereby established a Scholarship Fund, to assist qualified residents of the City of Lowell, consisting of $75,000 previously appropriated by the City Council of the City of Lowell.
B. 
Said amount shall be deposited into a separate account in the general treasury and shall be in the custody of the Treasurer and shall be administered in the same manner and subject to the conditions prescribed by MGL c. 60, § 3C, as amended, insofar as it pertains to scholarship funds.
C. 
The Scholarship Fund, and its administration, shall be reviewed annually by the City Council.
D. 
By vote of the City Council (June 26, 2001) the Scholarship Fund was named the "Norma Lee Murphy Scholarship Fund for Lowell Residents."[1]
