All persons in the City except such as are expressly exempted by law must be licensed to keep open their places of business for the retail sale of beverages derived wholly or in part from cereals or substitutes thereof and containing less than 1/2 of 1% alcohol, unfermented grape juice, ginger ale, root beer, sarsaparilla, pop, artificial mineral waters, carbonated waters or beverages, and other so-called "soft drinks," and the licenses shall be issued by the License Commission under such rules and regulations consistent with law as the Commission shall provide and establish, and the Commission shall fix the fee therefor consistent with and according to the law.
