As used in this article, the following terms
shall have the meanings indicated:
A. Definitions.
PERSON
Any natural person, partnership, association, firm or corporation.
WATERS OF THE BOROUGH
Includes any and all streams, dammed water, ponds, springs
and all other bodies of surface and underground water, or parts thereof,
whether natural or artificial, within or on the boundaries of this
Borough.
B. The singular shall include the plural, and the masculine
shall include the feminine and the neuter.
It shall be unlawful for any person to do, authorize,
aid or abet any of the following described actions, such regulations
or restrictions being intended to promote the general health, safety,
welfare, morals and cleanliness of the Borough:
A. To place, or cause to be placed, thrown or maintained,
in or near any of the streets, alleys or waters of the Borough, any
matter that will decay or become offensive or will render offensive
any of the drains, streets, alleys, waters or sewers within the Borough.
B. To maintain or permit to be maintained on any property
owned or occupied by any person within the Borough any condition productive
of a breeding place for vectors or a nuisance detrimental to the public
health and which may be so declared by the Borough Council.
C. To permit any body of water that has or may become
stagnant to remain on the premises owned or occupied by any person
within the Borough.
D. To run, cast or deposit, either by means of a drain
or otherwise, upon any street or alley in the Borough or into the
waters of the Borough any kitchen slops, wash water, soap suds or
any nauseous or offensive liquid or substance, regardless of source.
E. To keep hogs within the limits of the Borough.
F. To permit any animals or fowl to run at large within
the Borough.
G. To keep or suffer to remain on the premises owned
or occupied or used by any person any offensive or unwholesome matter
of any kind or to permit same on any vacant lot or on the streets
and alleys within or on the boundaries of this Borough or in the waters
of the Borough.
H. To permit the existence of any plant growth which
is harmful to health or throws off any unpleasant or noxious odor
or conceals any filthy deposit.
I. To allow grass, weeds or plant growth which is inedible
and/or not planted for an ornamental purpose to exceed six inches
in height.
J. To dump any garbage, rubbish or junk on any private
property or permit private property to be used for public dumping
or for the accumulation of any garbage, rubbish or junk.

Upon receipt of a notice from the Borough Manager
that a condition exists upon property owned or occupied by him in
violation of this article, it shall be the duty of such person to
abate the nuisance created hereby within the time limit specified
in such notice.

The collection and removal of garbage and rubbish
from within the Borough of Lititz shall be a Borough function. All
garbage and rubbish must be disposed of outside the Borough limits.

Any persons having garbage and/or rubbish to
dispose of shall keep it, with all liquid drained therefrom, pending
collection, in watertight metal or plastic cans with lids and/or bags
and being of such size as to be easily handled by one person.

A. Any person having garbage or rubbish to dispose of shall place it in containers, as described in §
66-5 of this article, at the curb in front of his home or place of business not later than 6:00 a.m. on the day of collection and leave it there until 6:00 p.m. or until collected, as follows:
(1) Monday: west side of Broad Street and western section
of the Borough.
(2) Tuesday: east side of North Broad Street, north side
of East Main Street and northeastern section of the Borough.
(3) Wednesday: east side of South Broad Street, south
side of East Main Street and southeastern section of the Borough.
B. The Borough Council may, from time to time, by resolution,
provide other and different times and places for its collection.

The Borough Council may, in its discretion,
allow other methods of collection and removal of garbage and rubbish
by or from restaurants, hotels and other large producers of garbage
and rubbish.
