The owner of a metered property shall notify the Business Manager immediately of any change of ownership of such property so that the Business Manager may cause the meter to be read so that the final consumption shall be billed to the seller and all future billings shall be made to the buyer.
A. 
Rates. Rates shall be established by resolution from time to time by the Borough Council. All bills for water service shall be rendered to the owner of the premises to which water is furnished by the waterworks, and such owner shall in all cases be liable for payment of such bills.
B. 
Owner's responsibility. All bills for water service shall be rendered to the owner of the premises to which water is furnished by the Borough of Lititz water system, and such owner shall in all cases be liable for payment of such bills. Original bills shall be sent to the property owner with a duplicate to the tenant(s). If requested by the property owner, second notices and all future correspondence will be with the property owner only.

Bills for water service shall be payable at the Lititz Borough Office as follows:
A. 
Water bills for established accounts will be rendered quarterly on the 10th day of March, June, September and December each year.
B. 
Water bills for water used on construction projects for final bills or for occasional use shall be payable on demand.
C. 
Every customer who does not pay the water bill rendered in full within 30 days after the billing date shall be subject to a penalty of 5% of the amount of such bill.

If any water bill is not paid within 45 days after the billing date, it shall be the duty of the Business Manager to give the customer 10 days' notice, in writing, of the fact that such water bill is delinquent and that at the end of such ten-day period all water service to the premises upon which such water bill is delinquent shall be shut off and shall not be resumed until such delinquent water bill has been paid in full, including a penalty, plus a charge as provided for in Chapter 55, Fees, for restoring the service. Any time a customer's property is posted by the borough with a ten-day notice, the customer shall be responsible to pay the borough an administrative fee to cover the cost of such posting as set forth in Chapter 55, Fees.

The following regulations shall govern abatement of charges for water:
A. 
No abatement of charges shall be allowed for vacancy of premises, except from the date that written notice shall have been given by the owner of such premises, at the office of the Business Manager, that such premises shall have been vacated.

B. 
No abatement of charges shall be allowed for absence of the customer unless the water shall have been shut off from the premises at the request of the customer, for which a charge shall be made as provided for in Chapter 55, Fees. An additional charge as provided for in Chapter 55, Fees, shall be made upon restoration of such service.

C. 
Whenever water shall be used on any metered premises for fire protection or for fire fighting, in an actual case of fire or conflagration, no charge shall be made for the water so used, and the amount of water so used shall be ascertained by comparison with the average used of water during a corresponding billing period, as shown by the meter.
