The position of Borough Administrator of the Borough of Dunellen is hereby created and the employment of a person professionally trained and educated and who shall qualify by such requirements generally recognized by the professional organization of municipal administrators in order to fill such position is hereby authorized.
A. 
The Borough Administrator shall perform the following duties:
(1) 
He shall serve as the chief administrative officer of the Borough.
(2) 
He shall attend all meetings of the Mayor and Council and such other meetings, whether within or without the Borough of Dunellen as he may be assigned from time to time by the Mayor and Council.
(3) 
He shall provide a liaison between the Mayor and Council and the various municipal boards, agencies and departments of the Borough of Dunellen and its professional advisers.
(4) 
He shall execute all laws and ordinances of the Borough, subject to the direction of the Mayor and Council.
(5) 
He shall keep the Mayor and Council currently informed on all matters assigned to him or otherwise within his jurisdiction.
(6) 
He shall be responsible for the coordination of interdepartmental operations.
(7) 
He shall negotiate contracts subject to the approval of Council.
(8) 
He shall make recommendations concerning the nature and location of Borough improvements as determined by Council.
(9) 
He shall recommend to Council for adoption such measures as he may deem necessary or expedient.
(10) 
He shall make studies and surveys of such municipal problems of the Borough of Dunellen as shall be assigned to him, from time to time, by the Mayor and Council, and prepare and submit written reports of his findings and determinations to the Mayor and Council for their consideration and action.
(11) 
He shall study continually present and future budgets, purchasing procedures, administrative procedures, and personnel organization and policies[1] and make such recommendations to the Mayor and Council relating thereto as he shall deem necessary from time to time.

(12) 
He shall be responsible for continually improving communications between the various Borough personnel, departments, agencies and boards, and between such personnel, departments, agencies, boards and Mayor and Council.
(13) 
He shall make such inspections and reviews as may be necessary to insure full compliance by all persons and corporations having contractual obligations to perform services for or sell goods to the Borough of Dunellen.
(14) 
He shall be responsible for the compiling, editing and prompt dissemination and release of public information, upon the authorization of the Mayor and Council.
(15) 
He shall act as administrator of the Borough's insurance programs and as purchasing agent.
(16) 
He shall be responsible for the overall supervision and maintenance of real property owned by the Borough of Dunellen.
(17) 
He shall act as liaison between the Borough of Dunellen and the various county, state and federal agencies, with respect to all applications for funds and/or services needed or required by the Borough of Dunellen.
(18) 
He shall be responsible to see that any complaints concerning the functions and obligations of the Borough of Dunellen made by any of its residents are promptly attended to and a written record kept of such complaints, when made and when and what action was taken in response thereto as well as provide information and assistance in respect to such complaints.
(19) 
He shall perform such other administrative and ministerial duties and functions as maybe assigned to him by the Mayor and Council.
(20) 
He shall make any recommendations which he may believe will increase the efficiency of the administrative operation of the Borough of Dunellen.
(21) 
He shall make reports to the Mayor and Council including a monthly financial report and at the close of the year make an annual report of Borough governmental activities.
(22) 
No duty set forth herein shall be deemed to authorize the performance or interference, in any way, with the duties and functions of any other municipal official or employee nor shall such any other municipal official or employee be relieved of any of his responsibilities or duties heretofore assigned or prescribed by law.
B. 
In addition to the forgoing, the Borough Administrator shall be responsible for the following:
(1) 
Investigating the affairs of any officer or department.
(2) 
Establishing and maintaining sound personnel policies and practices and maintaining appropriate personnel records of all employees.
(3) 
Preparing the annual operating and capital budgets and submitting them to Council at a date and in accordance with the procedures established by Council.
(4) 
Provide for custody and deposit of all monies.
(5) 
Supervise the disbursement of all Borough funds and approve all vouchers and bills before submission to Mayor and Council for final approval.
(6) 
Analyze the cash needs of the Borough and make prudent investment of such funds as temporarily may be in excess of the amounts needed to meet Borough obligations.
The Borough Administrator shall receive as compensation for his services an annual salary which shall be fixed in accordance with the ordinance governing salaries.
The Borough Administrator shall be appointed by the Mayor with the advice and consent of the Borough Council for an indefinite term and may not be removed except in accordance with the statute in such case made and provided.
The Borough Administrator shall report to the Mayor and the Borough Council administratively.
The Administrator may be removed by a majority vote of authorized membership. The resolution of removal shall become effective three months after its adoption by the Council. The Council may provide that the resolution shall have immediate effect; provided, however, that the Council shall cause to be paid to the Administrator forthwith any unpaid balance of his salary for the next three calendar months following adoption of the resolution. Nothing herein to the contrary withstanding, the Borough Council shall have the right to remove the Administrator for cause.
The Administrator shall not engage in any political activity, nor shall he make any financial contributions to any local political campaign.

The Borough Administrator shall be chosen on the basis of his executive end administrative abilities and qualifications with special regard to education, training and experience in governmental affairs. A person appointed to the office of Borough Administrator need not be a resident of the Borough.
