As used in this chapter, the following terms shall have the meanings indicated:
BOAT
Any small vessel or watercraft, whether moved manually, by sail or by power mechanism.
FRONT SETBACK
The minimum horizontal distance between the street right-of-way line and the front line of a building or any projection thereof, excluding uncovered steps.
TRAILER, RECREATIONAL VEHICLE or SLIDE-IN CAMPER
Any vehicle or unit used for temporary living or sleeping purposes which is equipped with wheels or some device used for the purpose of transporting such vehicle or unit from place to place whether by motor power or other means, or any unit for temporary living or sleeping purposes whether the same is on blocks, posts or any other type of foundation. Station wagons, pickup trucks and vans shall be excluded from the provisions of this chapter.
It shall be unlawful for any person to park any trailer or recreational vehicle, slide-in camper and boat on any street in the Borough of Dunellen in violation of any ordinance of the said Borough regulating the parking of vehicles or for any period longer than two hours.
A trailer, recreational vehicle, slide-in camper or boat stored on private residential property shall be stored in a garage or in the rear yard no closer than four feet from any side and rear property line. Where access to the rear yard is obstructed by a building or a garage does not exist, the trailer, recreational vehicle, slide-in camper or boat shall be stored in the side yard or in the required space for off-street parking no closer than four feet from any side yard and 10 feet from the front setback but shall not diminish the required number of off-street parking spaces required for a property. An exception to the rear yard storage requirements shall be allowed whenever an owner of premises shall obtain from the Municipal Clerk and Borough Engineer, upon payment of a reasonable search fee, a certificate stating that compliance with this section would result in storage of the trailer, recreational vehicle, slide-in camper or boat in a floodway or a special flood hazard area as identified by the most recent Flood Insurance Rate Map for the Borough of Dunellen, in which case the aforesaid unit shall be stored in the aforesaid required side yard or off-street parking space.

A. 
A trailer, recreational vehicle, slide-in camper or boat stored pursuant to the provisions of this chapter shall be registered, either in the name of the record owner of the premises or in the name of a tenant who holds a written lease for the premises upon which it is stored, with the appropriate licensing authority. There shall be a sixty-day period, starting from the effective date of this chapter, during which an owner of a boat or boats shall register same with the Dunellen Municipal Clerk.
B. 
A trailer, recreational vehicle, slide-in camper or boat stored pursuant to the provisions of this chapter shall be maintained in a clean and sanitary condition, free of all nuisances and free from health, safety and fire hazards.
C. 
No trailer, recreational vehicle, slide-in camper or boat being stored shall be used by any person as a dwelling or sleeping place except that a temporary housing permit for same may be obtained from the Zoning Officer, pursuant to his or her discretion, in the event that the principal residence is rendered unlivable to the registered owner or tenant for any reason. The Zoning Officer may impose reasonable site conditions or restrictions. Such temporary housing permits shall be issued for an initial sixty-day period and may be renewed for an additional sixty-day period, after which no additional extension of the temporary housing permit shall be granted except that the Zoning Officer may, in his or her discretion, grant reasonable extensions.
D. 
No more than one trailer or recreational vehicle or slide-in camper and one boat shall be permitted to be stored outdoors per principal residence, except that a boat owner may store a separate trailer for the purpose of hauling a boat, provided that the boat is stored upon or over the trailer. Any person that has registered a boat with the Dunellen Municipal Clerk pursuant to Subsection A of this section shall be exempt from the provision of this chapter that permits only one boat. No such exemption shall be transferred or assigned.
Any person who shall violate this chapter or any of its provisions shall, upon conviction thereof, be subject to a fine not exceeding $500 or imprisonment for a term not exceeding 90 days, or both.
