It is understood that every customer agrees
to be financially liable for all electrical energy consumed by him
when said energy is supplied by the Borough.
Whenever the true amount of energy consumed
by a customer is greater than the amount of energy registered on said
customer's meter, said customer shall be required to pay for the true
amount of energy so consumed.
In cases where it is impossible or inexpedient
to determine the true amount of energy consumed, the Department's
estimate of such energy shall be conclusive to the amount thereof.
Where it appears that a service installation
has been willfully altered or affected in a manner such as to defeat
the purpose of the meter, the customer shall be required to provide,
at his own expense, suitable wiring and other necessary equipment
as directed by the Department for the installation of new metering
which may be located in a location different from the original location.
The Department shall, upon failure of a customer
to comply with the provisions of this article, disconnect or cause
to be disconnected such service until such time that the provisions
herein expressed are complied with.
