There is hereby established and created in the
Borough of Northvale a Department of Public Works for the maintenance
of roads, trenches and culverts, park areas and other municipal property.

The Department of Public Works shall consist
of one Superintendent, and in the discretion of the governing body,
there may be an Assistant Superintendent, foremen, and such other
Department of Public Works employees as determined by the governing
body. The Superintendent shall be designated by the Mayor and Council
in accordance with the provisions of N.J.S.A. 40:87-30 and any subsequent
amendments.

A. The duties of the Superintendent of the Department
of Public Works shall be as follows:
(1) To perform all work of the general roadman.
(2) To plan, assign and supervise work of roadmen to completion.
(3) To record and file with the Borough Clerk:
(a)
Time records for the purpose of payroll.
(b)
A daily schedule of work assignments.
(c)
A monthly report to the Council Chairman of
the Department.
(d)
The local purchase of material and supplies,
subject to prior approval of the Council Chairman.
(4) To train and supervise training of all public works
employees of complete function of job responsibility.
(5) To maintain open communications with the office of
the Borough Clerk to handle complaints from other Borough departments,
Mayor and Council, residents and public utilities.
(6) To maintain up-to-date records of all maintenance
of sanitary sewers, all storm drains, ditches, cleaning of catch basins,
etc.
(7) To maintain in good operating condition all Borough
equipment and to perform repairs as needed for efficient operations.
(8) To maintain a complete inventory index up-to-date
of all Borough equipment, supplying copies to the Department Chairman
and to the Borough Clerk's office.
(9) To be responsible for records and to inventory the
position of all gasoline tanks and pumps and all equipment repair
and parts.
(10) To maintain a personnel file of each employee of the
Department of Public Works, submitting a quarterly report to the Chairman
of the Committee with updating of all information, also in said report
an evaluation of each individual in the Department.
B. Areas of operation include but are not limited to
parks, skating pond, all ballfields, Borough landfill area, etc.
C. Projects of responsibility include but are not limited
to the rebuilding of sidewalks, storm drains, line paintings, leaf
collection, street sweeping, repair and replacement of street signs
and traffic signs, snow removal, sewer system and the sanding of streets.
D. Foreman. Upon a vote of the governing body, the Department
of Public Works shall have the authority to name an employee of said
Department as the Foreman, which employee shall only be named on a
temporary basis in the event of the absence or illness of the Superintendent.
The Foreman shall be responsible for all of the duties of the Superintendent
as set forth in this chapter.

The salaries of all members of the Department
of Public Works shall be as set forth in the Salary Ordinance of the
Borough of Northvale.

No person shall be qualified as a member of
the Department of Public Works unless he is in good mental and bodily
health and capable of performing strenuous physical labor, as evidenced
by a certificate from a qualified physician designated by the Councilman
in charge of public works.

The duties of the employees are as follows:
A. The general duty helper shall perform such work as
shall be assigned by the Superintendent, including but not limited
to the maintenance of roads, sewers, drains, culverts and parking
areas, planting, raking, cutting brush, grading and such other work
as shall be required for the maintenance and preservation of Borough
properties.
B. Any employee who cannot report for work on any day
shall immediately communicate such information to the Superintendent
prior to 9:00 a.m. on that day, together with the reason for being
unable to appear. Failure to notify the Superintendent as required
may result in loss of pay in the discretion of the Mayor and Council.
In the event that the Superintendent is unable to report for work
on any particular day, he is required to notify the Councilman in
charge of public works prior to 9:00 a.m. on that particular day.
Where absence is due to illness, the Councilman in charge of public
works may require proof of such illness. Absence for any reason other
than illness will result in loss of pay unless permission is first
obtained for such absence from the Councilman in charge of public
works or the reason for such absence is subsequently approved by the
Councilman in charge of public works. After six months of continuous
service, each employee will be paid for absences due to illness to
a limit of five working days in the calendar year. After completing
one year of continuous service, an employee will be paid for absences
due to illness to a total of 10 working days in each calendar year.
These paid absences are not to be considered as cumulative and cannot
exceed 10 days in each year.
