A. 
No person or corporation shall engage in the business of cleaning or for fees clean any privy vault or cesspool or move or remove any ashes, garbage or any other foul waste material, within the limits of the Borough of Northvale, unless duly licensed for that purpose by this Board. Such person or corporation must use for the aforesaid purpose only such vehicles and equipment as have been approved by this Board. The provisions hereof shall not apply to any owner or tenant engaged in any such act on his own behalf.
B. 
The license for such purposes shall be issued for one year, pursuant to §§ 234-29, 234-30 and 234-31 of this chapter, and the fee therefor shall be $2.
Before commencing the work of cleaning a privy vault or cesspool, the scavenger must obtain a permit in writing from this Board, said permit to be obtained not less than 24 hours before the work is begun, except in cases of emergency. The work of cleaning and emptying cesspools and privy vaults must be carried on without interruption after starting until finished, and the entire contents of the privy vault or cesspool must be removed in the process from the confines of the Borough of Northvale.
Upon completion, all vehicles, tools and apparatus used in the operation and the vault or cesspool must be immediately cleaned and disinfected.
