It is the declared policy of the Township of Stillwater that subsequent
to the passage of this chapter, a criminal history record and driver's
license check, including the fingerprinting of applicants, shall be required
for:
A.
All new full-time employees hired by the Township;
B.
All current employees who are required to operate Township-owned
vehicles;
C.
All present and future members of the Township Fire Department
and First Aid and Rescue Squad; and
D.
Every person or organization listed on applications for
alcoholic beverage licenses of any class or any renewal thereof.
All requested criminal history records and driver's license checks
shall be subject to the state's required user fee unless waived by the
Superintendent of the New Jersey State Police.
All information secured as a result of the criminal history and driver's
license record checks shall be confidential and shall be released only to
appropriate officials of the Township of Stillwater involved in reviewing
and acting on applications.
A.
All affected persons shall complete an appropriate request
for criminal history record information, including a security check authorization
and authorization to check the applicant's driver's license status.
B.
The security check authorization shall indicate that
any criminal history and driver's license record information shall be
released to the Stillwater Township Police Department.
C.
A completed request form shall be forwarded to the Township
Police Department, and thence forwarded to the New Jersey State Police, State
Bureau of Identification, for report. The Chief of Police is authorized to
submit SBI 212 forms and receive state criminal history record information
from the Division of State Police, State Bureau of Identification, for use
in considering the suitability of all persons covered under this chapter.
D.
The Chief of Police shall advise the Township Committee
of the result of the criminal history record check on all such persons.
