A. 
No person who owns, keeps or harbors any animal shall permit said animal to run or be unattended in any public place or upon the private property of any person other than the one who owns, keeps or harbors said animal. Any person who violates this subsection shall be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty.
B. 
In addition to any court proceeding which may be brought under Subsection A of this section, the Animal Control Officer may take into custody, impound and, thereafter, destroy or offer for adoption any animal which shall run or be unattended in any public place or upon the private property of any person other than the one who owns, keeps or harbors said animal.
